VIA ZOOM Board Members Present: Ken Huhn, Chair Reese Perkins, Vice Chair Michael Bazinet Ted Brush Ronda Hogan Don Meagher Reese Perkins Lisa Shaw City Staff Present: Melissa Bickford, Development Asst. Anne Krieg, Planning Officer Joshua Saucier, Asst. City Solicitor John Theriault, City Engineer Chair Huhn called meeting to order at 7:01 P.M. Vice Chair Perkins moved to add “Front Door Requirement in Residential Zones” to the end of the agenda, and that there was a blueprint in the packet that was in the wrong application. Member Meager seconded the motion. No further discussion.Motion carried with a roll call vote. LAND DEVELOPMENT PERMITS 1.Site Development Plan -924 Odlin Road -Map-Lot R10-008-A -Urban Industrial District - Thibodeau Realty & Development Corp. -Land Development Permit approval for construction of 60’x80’ (4,800 sq. ft.) building addition to rear of existing permitted building over existing disturbed area and gravel yard at property located at 924 Odlin Road, (Map-Lot R10-008-A), in an Urban Industrial District (UID). Applicant is Thibodeau Realty & Development Corporation, agent Plymouth Engineering. Aimee Young of Plymouth Engineering presented the application on behalf of the applicant. Addition of 4,800 sq. ft. single story garage behind existing building Meets setbacks, primarily over impervious area on the site Berm added downhill end of the yard area to direct water, previously had been putting ditches off to the side, but they would get filled every winter, and have to be dug out Existing retaining wall behind existingbuilding Building will be in the same spot –parking, driveway or landscape will not change City of Bangor Planning Board February 2, 2021 Meeting Minutes Board Members discussed stormwater management, treatment pond inspections yearly, access to the new building, and access to existing propane tank Member Meagher moved approval of Land Development Permit for Site Development Plan for construction of 60’x80’ (4,800 sq. ft.) building addition to rear of existing permitted building over existing disturbed area and gravel yard at property located at 924 Odlin Road, Map-Lot R10- 008-A, in an Urban Industrial District (UID), applicant is Thibodeau Realty & Development Corporation. Site Development Plan - R20-006 - Off Broadway, Discontinued Pushaw Road - Rural Residence & Agricultural (RR&A) District & Resource Protection (RP) District - RSQ LLC. (Robert Quirk) - Land Development permit approval for grade and fill permit for property located off the discontinued Pushaw Road, off Broadway, Map-Lot R10-008-A, in a Rural Residence & Agricultural (RR&A) District, and Resource Protection (RP) District. Applicant is RSQ LLC (Robert Quirk), agent Daniel Wellington. Daniel Wellington presented the application on behalf of the applicant. Brief history provided of the disconnected Pushaw Road to Broadway by way of wooden bridge that washed out in the 1930’s before World War II Two sections still exist, outbound on the northside of Broadway, and the portion off Finson Road Property was previously mined and excavated for gravel off the RSQ Lot, as well as the Pray, Leonard and Dineen properties Applicant has decided to do something with property, currently zoned RR&A and RP – subject to shoreland zoning Request is to return portion of land back in the RR&A back to original elevations to market area for a single-family home in the future Estimating grade and fill will take 2 years Septic will be down over the hill in unfilled RR&A portion Board Members discussed conditions to improve the access of the existing Pushaw Road, access to the site, and easements. Pushaw Road is still owned by the City of Bangor, and is a City Right-Of-Way. City Staff is asking that applicant make sure that adequate access is provided to get vehicles onto the property, and not accessing anyone else’s property – just the ROW for Pushaw Road. City Engineer Theriault wants to be sure that applicant brings in proper fill material to access the lot, and that the material is suitable for a roadway aggregate, Type D, DOT Gravel. Theriault requests that this be a condition of approval. Planning Officer Krieg asks the board to also condition to allow City Code Enforcement and Engineering to inspect the project. Board Members additionally discussed erosion control measures and silt fencing around the fill site, as well as conditioning a construction entrance, as suggested by the City Engineer. Suggested conditions were reviewed by Planning Officer Krieg. Vice Chair Perkins moves approval for Land Development Permit for Site Development Plan for grade and fill at Map-Lot R20-006, Off Broadway, Discontinued Pushaw Road in a Rural Page 2 | 3 City of Bangor Planning Board February 2, 2021 Meeting Minutes Residence & Agricultural (RR&A) District & Resource Protection (RP) District - RSQ LLC (Robert Quirk) with the following conditions; applicant to maintain old Pushaw Road with Type D road fill material during construction phase of the project, periodic inspections by City Code and Engineering Departments during the work and allow for possible remedies that may be required, to include erosion control measures be frequently inspected and remedied as needed, and a construction entrance be provided adjacent to Broadway. Seconded by Member Shaw. Roll call vote: Meagher, yes; Bazinet, yes; Brush, yes; Perkins, yes; Shaw, yes; Hogan, yes; Huhn, yes. Motion passes. (Wellington lost his internet service and was back in the Zoom Meeting at 7:46, advised that the project was approved, and was provided conditions which were acceptable). 3. Front Door Requirements in Residential Zones Board Members discussed the provided materials from AARP, Enabling Better Places, “A Handbook for Improved Neighborhoods”: Does not imply that this be done Citywide Might be proper for historic districts or downtown districts Recommendation geographically focused on downtown “Main Street” areas or areas directly adjacent to downtown “Main Street” areas Not in areas such as Low Density Residential (LDR) or High Density Residential (HDR) Recommendation for front egress on commercialuses vs. residential uses Walkability, sidewalks, street trees, front porches Planning Officer Krieg advised that the draft now only pertains to Urban Residence 1 (URD-1) and Urban Residence 2 (URD-2) districts. Comment from City Councilor suggested an appeals process, if there was a situation where someone was not able to do it – be it a narrow lot or some other constraint. Applicant would have ability to appeal without a variance, and have different set of conditions. OTHER BUSINESS 4.Follow-up Discussion from Annual Training 1.19.21 –No further discussion 5. Meeting Minutes - January 19, 2021 meeting minutes were approved, pending no changes. Member Meagher moves approval, seconded by Vice Chair Perkins. No objections. Vote unless doubted, no doubt.
