COUNCIL CHAMBERS, CITY HALL AND ON ZOOM WEBINAR MEETING FORMAT MEETING MINUTES Board Members Present: Ken Huhn, Chair Don Meagher, Asst. Chair Ted Brush Ronda Hogan Reese Perkins City Staff Present: Melissa Bickford, Development Asst. Anne Krieg, Planning Officer Joshua Saucier, Asst. City Solicitor John Theriault, City Engineer Chair Hahncalled the meeting to order at 7:01 P.M. _________________________________________________________________________ MEETING MANAGEMENT 1.Public Participation LAND DEVELOPMENT PLANS 2.Site Development Plan -1048 Union Street -Map-Lot R24-019-A-Penobscot Community Health Center -Land Development Permit approval requested for construction of a 9-space parking lot at property located at 1048 Union Street, (Map-Lot R24-019-A), in a Government & Institutional Service (G&IS) District.Applicant, Penobscot Community Health Center. Application to be tabled until September 1, 2020 due to right, title and interest concerns. Reverter provisions need to go before City Council. Motion to table to September 1, 2020 made by Member Brush, seconded by Member Meagher. Roll call vote; Brush, yes; Meagher, yes; Hogan, yes; Perkins, yes; Huhn, yes. 3.Site Development Plan -1801 Union Street -Map-Lot R05-014-SRE Solar Origination 1, LLC -Land Development permit approval proposed 2 MW solar array project on a 24.4-acre parcel located at 1801 Union Street, (Map-Lot R05-014), in a Rural Residence & Agriculture (RR&A) District.Applicant, SRE Solar Origination 1, LLC. Heather Storlazzi Ward and Peter Trottier (Civil Engineer) with TRC Companies, and Kerri Neary with Summit Ridge Energy representing the project. Portion of land to be leased from Apostolic Light House Church, will connect into Emera Maine. 350 household’sworth of power generated. Always will be 10% off Emera Maine contract/pricing. Fixed discount price. Low impact design, land can readily be reused. No lighting to be installed. Minimal to no traffic except during construction. Local job creation. Panel area 8 acres in total. Relatively flat farm field, open, little grading associated. Driveway access points only. Wetlands delineated in Spring 2020. All permitting required obtained/in process. Three sets of arrays, equipment pad only other impervious area associated with project. Avoided all wetland impact with exception of 1,036 sq. ft. due to an entry road. No other way to enter area. Army Corps permitting for Wetland Impact Permit. 40’ setbacks on all sides with required vegetative buffers. No audible noise impact, transformers are very quiet. Unmanned, Knoxbox on site. Member Meagher moves approval of site development permit, seconded by Member Brush. Roll call vote: Brush, yes; Meagher, yes; Perkins, yes; Hogan, yes; Huhn, yes. Motion carries. 4.Possible Request for Reconsideration Conditional Use -Request for Resubmittal Site Plan/Subdivision Plan -759 Ohio Street -Map-Lot R34-001- A County Properties, LLC -Land Development Permit -Conditional Use approval to place 14 units of attached residential with 4 buildings on property located at 759 Ohio Street, Map-Lot R34-001-A, in a Low Density Residential (LDR) and Resource Protection (RP) District.Applicant, County Properties, LLC. Jim Kiser, on behalf of applicant, Glen Braley. Applicant’s intent is to present and show project before the planning board in person. This continues to push them into longer timeline with project. Have met with neighbors to discuss process and thinks that there are some concurrences to move forward in a timelierfashion. Requesting extension to th September 15. Andy Hamilton, representing the neighbors (Angela Gilladoga, Brandon Keim, St. Mary’s Catholic Church and the Miller’s) are waitingon applicant to make a commitment. “Fish or cut bait.” Neighbors willing to work together, and meeting with neighbors scheduled for August 20. Member Meagher presented some questions to the applicant regarding conditional use to come back with in September. Member Meagher moves to continue application for Conditional Use/Site Development Permit until September 15, 2020. Additional materials to be received by Planning Department by September 1, 2020 to include questions posed by Member Meagher. Seconded by Member Brush. Roll call vote; Brush, yes; Meagher, yes; Perkins, no, Hogan, yes; Huhn, yes. Motion carries. 5.Site Development Plan -395 Griffin Road -Map-Lot 101-008 -C&L Aviation -Land Development Permit approval requested for 27,000 s.f. maintenance building to support aircraft industry at property located at 395 Griffin Road, (Map-Lot 101-008), in an Airport Development District (DDD).Applicant, C&L Aviation. Agent Randy Bragg (Carpenter Associates) and/or applicant (Chris Kilgour) notpresent. Per Asst. City Solicitor Saucier, if board agrees that application meets all the requirements, can pass it. If not, and a presentation is requested, this can be set to a new date with a condition that staff renotify and pick a date certain. Board could deny application if they felt materials didn’t meet conditions. Chair Huhn reviewed the application as presented. Staff provided review. Member Meagher moves approval of site development plan, seconded by Member Hogan. Roll call vote; Brush, yes; Meagher, yes; Hogan, yes; Perkins, yes; Huhn, yes. OTHER BUSINESS 6.Meeting Minutes -June 16 & July 21, 2020 meeting minutes were reviewed. No additions or corrections for either sets of minutes. Motion to approve minutes made by Member Brush, seconded by Member Hogan. Roll call vote; Brush, yes; Meagher, yes; Perkins, yes; Hogan, yes; Huhn, yes. 7.Adjournment –Meeting adjourned at 8:20 P.M.
