ORDERED,
THAT the attached report of the City Engineer showing the
estimated costs and recommended assessments for the construction
of Darling -Parke Subdivision be and hereby is accepted, and be it
further
ORDERED,
THAT the sum of Forty Thousand Dollars ($40,000.00) be
transferred from the Reserve for Future Construction - Sewer
Account to cover the coat of sewer installation, and that the
sum of Twenty-five Thousand Dollars ($25,000.00) be transferred
from the Reserve for Future Construction - General Account to
cover the cost of that portion of the roadway construction to
be completed this year, with the balance of Twenty-three Thousand
Dollars ($23,000.00) for the completion of the roadway construc-
tion to be transferred from the Reserve for Future Construction -
General Account in the spring of 1981.

To the Municipal Officers:
Reference is made to City Council Order No. 204 Aff passed
June 91 19809 directing the City Engineer to prepare Cost
Estimates for the construction of the road and sewers in the
Darling -Parke Subdivision on Grandview Avenue. Surveys, Plans
and Cost Estimates have been completed, which would provide
for the following:
The new road would extend approximately 865 feet south
from Grandview Avenue, and would consist of a 30 -foot wide
travel way and a 3 inch bituminous concrete surface on an
18 inch gravel base. A storm sewer system would also be
provided, consisting of a total of approximately 815 feet of
pipe ranging in side from 6 inch to 21 inch, and 4 catch basins.
The sanitary sewer would consist of 807 feet of 8 inch pipe and
3 manholes. Sewer service laterals would be provided to each
of the house lots served by the new construction.
The total estimated cost of the roadway construction is
$429150.00. Of this amount, the City would pay $5.75 per foot
for the 865 feet of roadway, or $4,975.00, with the balance to
be paid by the Developers, John Darling and George Parke. The
total estimated coat of the sanitary sewer is $167800.00, of
which the City would pay 50% and the Developers would pay
$8,400.00. The sewer service laterals, estimated at a total
cost of $4,400.00, would be paid for by the Developers. The
total estimated cost of the storm sewer is $16,420.00, with
50% of the coat to be paid by the City, and $85210.00 to be
paid for by the Developers. Engineering costs of desi
supervision, survey and inspection are estimated at l0Fof
the construction cost.
Accordingly, the total project costs are broken down as
follows:

A total of 11 new house lots will be served by the construc-
tion, which would result in an assessment against each lot in
the amount of $5,819.00; however, the Developers have agreed to
prepay the sum of $12,500.00 toward their share of the cost, which
would reduce their net outstanding assesements to $4,683.00 per
lot.
It is recommended that the construction be scheduled so as
to complete the installation of the storm and sanitary sewers,
and the roadway base gravel this year, with the paving, loaming
and seeding to be completed next spring. This would reduce the
1980 cash requirement to approximately $40,000.00 for the sewers,
and $25,000.00 for the roadway, with the balance of approximately
$239000.00 to be provided in the spring of 1981. Since the
Developers have agreed to prepay the sum of $129500.00, the
City's 1980 commitment for the roadway construction would be
only $12,500.00.
It is also recommended that consideration be given to the
deferral of the assessments on each lot until the lot is sold,
with all assessments to be paid within a period of three years
from the completion of the project, provided that simple interest
in the amount of seven per cent per annum be added to the deferred
assessments, with the interest charge to be pro rated from the
completion of the project to the date of actual payment. The
date of completion of the project would be the date of the accep-
tance of the final cost report by the City Council, estimated to
be sometime next summer.
The Developers have been advised of the estimated costa and
recommended assessments as described above, as well as the proposed
conditions of de£errment, and have indicated their approval. In
this respect, it is recommended that the project be approved for
construction as soon as possible, and that funding be authorized
as described above.
