ORDERED,
THAT the attached report of the City Engineer showing the
estimated cost and recommended assessments for the construction
of Valley View Avenue in the Glenwood Subdivision be and hereby
is accepted, and be it further
ORDERED,.
THAT construction of said roadway begin immediately upon
receipt of the private share of the highway portion of the
conqtruction, estimated to be Eight Thousand Dollars ($8,000.00),
and be it further

THAT the sum of Sixty-seven Thousand Five Hundred Dollars
($69,500.00) be transferred from the Reserve for Future Construc-
tion - Sewer Account;to cover the coat of the storm and sanitary
sewers to serve said street.

To the Municipal Officers:
Reference is made to a petition received from Richard S.
Cattelle of Nenduskeag Associates, dated December 16, 1980,
requesting the completion of the Glenwood Subdivision, con-
sisting of the construction of Valley View Avenue. Plans and
Coat Estimates have been completed, which would indicate that
the following work is required to complete the project:
Valley View Avenue would be constructed between the north-
westerly and the southeasterly limits of Glenwood Drive along
a line generally parallel with Valley Avenue, and would have a
total length o£ approximately 1,000 feet. The roadway would
have a 24 -foot wide travel way consisting of a 234 -inch bituminous
concrete surface on an 18 -inch gravel base, with the remaining
areas within the right-of-way to be loomed and seeded. In order
to keep the project within present budget limitations, the
roadway would not be paved nor would the loam and seed be applied
this year, but would be completed-neart.yeear. The total estimated
coat of the roadway construction is $37,440.00. Of this amount,
the City would pay $5.25 per foot, or $59250.00, in accordance
with the Subdivision Ordinances, and the remaining $32,190.00
would be assessed against the properties benefitted. It has
been proposed that the road not be paved, nor the loam and seeding
be.completed this year, which wouldreducethe 1980 requirement
for the highway construction to $16,000.00. It hes been previously
suggested and agreed by the Developer that he would pay one-half
of this year's roadway coat, or $8,000.00, prior to the start of
construction,which would reduce his remaining share of the roadway
construction to $24,190.00.
The storm sewer system would consist of the extension of an
existing 30 -inch culvert for a distance of 500 feet, the instal-
lation of 120 feet of 24 -inch culvert, 120 feet of 15 -inch
culvert, and 5 catch basins. The total estimated cost of the
storm sewer is $37,500.00. Of this amount, the City would pay
5046, and the remaining $18,750.00 would be paid by the Developer.
The sanitary sewer would consist of the installation of
775 feet of 8 -inch pipe and 3 manholes,. and the installation of
4 -inch service laterals to 15 Lots. The total estimated cost
of the sanitary sewer, not including the sewer laterals, in
$249100.00. Of this amount, the City would pay 50%, and the
remaining $125050.00 would be assessed against the Developer.
In addition, the Developer would be re00uired to pay for the
service laterals, which amounts to $5,900.00.
The total estimated cost of the project is $104, W.00.
Of this amount, the City's share would be $36,05D.009 and the
Developer would pay $68,890.00. Since it has been previously

recommended that the Developer prefund one-half of this year's
estimated roadway construction cost, not including paving and
leasing and seeding, or $8,000.00, the amount to be assessed
against the Lots to be benefitted would be reduced to $609890.00,
being Lots 32 through 38, and Lots 41 through 48, as shown on
the Glenwood Subdivision Plan, or $4,059.00 per Lot. In accord-
ance with previous practice, it is recommended that the assess-
ments against the Lots be deferred until the Lots are sold, at
which time the assessments would be levied, provided, however,
that all assessments would be paid within a period ofthree
years from the date of completion of construction and the
acceptance of a final cost report by the City Council. The
deferred assessments would be covered by aSubordinate Agreement
to be recorded in the Penobscot Registry of Deeds so as to ensure
future payment of the assessments.
It is recommended that the roadway be constructed, inasmuch
as the Subdivision is presently in an uncompleted state, and the
proposed construction will make the project complete. It should
be further noted that up to $10,000.00 has previously been
allotted through the 1981 Bond Issue toward .the first year cost
of the roadway construction, to be supplemented by the $89000.00
prepayment from the Developer, and that a total of $19,!0.00
will be required nest year to complete the paving, loaming and
seeding. The $67,500.00 for the construction of the storm and
sanitary sewers is available in the Reserve for Future Construction -
Sewer Account. It is recommended that construction begin as soon
as the Developer's prepayment is received.
Plans showing the proposed construction are on file in the
Office of the City Engineer.
