This Plarr supersedes the Community Develop- nert Citizen Participation Pian adopted an July 24, 1978 by Council Resolve 310AF. 3. Full public access to Community Development Program information including the statement of objectives end projected use of funds shall be available during Use normal operating pouts of City Hell in the office of the Director of Planning and Comity Development. Comity Development Program information regarding activities undertaken shall be prepared by the Director of Planning and Community Development and made available to residents and camera of properties in community development project areas Mere comprehensive activities are being undertaken. The Director of Planning end Community Development shall respond in a timely and responsive manner to complaints submitted by citizens, particularly low- arta moderate-income persons, members of minority groups, and residents of blighted areas and neighborhoods where activities are proposed or ongoing. 5. Prior to a C®unity Development statement of objectives and projected we of funds being submitted to the Department of Housing and Urban Development, it shall be Published in a newapaper of general circulation in Bangor. 6. In order to allow citizens the opportunity to be involved in planning, implementing, mil assessing the Commonalty Development Program and performance, the City Council shall appoint fifteen persons representative of aection of the unity to serve as the Community Development Advisory Committees The Community Development Advisory Committee shall advise and make recommendations to the Director of Planning and Comity Development relating to the development of statements of Objectives and projected use of funds. The Director of Planning and Community Development shall provide to the Comity Development Advisory Committee adequate information conerning the amfood; t of fiavailable for proposed comity develop- ment end housingactivities and the range Of activities that may be undertaken, end shell also provide technical and staff assistance to the Committee ambling them to understood program requirements, to make recommerdatlays and to otherwise participate in the development of statements of objectives and projected vee of foods. The advice and xewmendatiare of the Commmnity Development Advisory Camnittee relating to proposed co®urity development progress and activities shall be identified and incorporated into the Director's recommendations to the City Manager and City Council. The Committee will be provided copies of the Director's monthly report and -other -program information requested of the Director, and shall have the opportunity to assess the comity development program and performance at meetings held at the discretion of the Committee in coordination with the Director. All meetings of the Committee shall be open to the public. Such public hearing will provideopportunities for groups and. individuals with interest In the community development program to express their opinions regarding Co®unity development and housing memP ART to support, object to, or comment on proposed carroatuity development end housing activities.
