To the Municipal Officers: Reference is made to City Council Order No. 244 AH passed July 28, 1980 authorizing the construction of the road, storm and sanitary sewers to serve the Darling -Parke Subdivision on Grandview Avenue. The construction of the street was petitioned for by John Darling and George Parke, Developers of the project. All work on the project has been completed, consisting of the following: The road extends in a southerly direction from Grandview Avenue for a distance of 828 feet, consisting of a 30 -foot wide travel way, with a 24 -foot wide turnaround at the southerly end, having an inside radius of 26 feet. The roadway pavement consists of 3 inch bituminous concrete on an 18 inch gravel base, with all graded areas outside of the roadway provided with 4 inch topsoil and seed. A storm sewer was installed, consisting of 480 feet of 15 inch perforated asphalt coated corrugated metal pipe, 56 feet of 21 inch ACCMP, 18 feet of 15 inch ACCMP, 24 feet of 12 inch ACCMP, and 236 feet of 6 inch perforated underdrain pipe. There are three catch basins and two catch basin inlets. The sanitary sewer system consists of 855 feet of 8 idea PVC pipe and three manholes. In addition, 4 inch PVC sewer service connections were made to each of the eleven lots in the Subdivision. The actual cost of the project was as follows: Road $369826. Storm Sewer 1%152. Sanitary Sewer 11,954• Sewer Service Laterals 31850. Engineering (Private) 19322. - Engineering (City) 6.956. Total $761060. In accordance with Chapter %II, Article 12, Section 1 of the Laws and Ordinances, The City's share of the roadway con- struction would be $5.25 per foot of length, amounting to $4,347• for the total length of 828 feet, with the remaining portion to be paid by the Developers. The City would pay 56% of the cost of the storm and sanitary sewers, but the Developers would be required to pay 100% of the cost of installing service -1- laterals to each lot. The Engineering cost would be pro -rated against the City and the Developers in proportion to the total of the other costs. as follows: Of the total Developers' share of $55,974.1 $12,500. was prepaid prior to the start of construction, and Engineering costs for the initial design were paid by the Developers in the amount of $1,322. This would reduce the Developers' net share to $42,152., which amounts to an assessment of $3,832.00 against each of the eleven lots in the Subdivision. As mentioned in the original report, accepted by Council Order No. 244 AH passed .July 28, 1980, it is recommended that the assessments be deferred on each lot until the lot is sold, with all assessments to be paid within a period of three years from the date of acceptance of this report by the City Council, provided that simple interest in the amount of seven percent (7%) per annum be added to the deferred assessments, with the interest charge to be pro -rated from the acceptance of this report by the City Council to the date of actual payment. It should be noted that Lots 61 7 and 8 have been sold, Lot No. 1 has been conveyed to .John D. and Deborah A. Darling, and Lot No. 2 has been con- veyed to George L. and Am M. Parke. Consequently, it is recom- mended that the assessments against Lots 19 2, 69 7 and 8 be levied immediately, and that the assessment against Lots 3, 4, 5, 9, 10 and 11 be deferred as described above, provided that a suitable Subordinate Agreement is obtained from the Developers.
