HomeMy WebLinkAbout2019-09-17 Infrastructure Committee Minutes (2) Infrastructure Committee Minutes September 17, 2019 ATTENDEES Councilors:Gretchen Schaefer, Gibran Graham, Clare Davitt, Sarah Nichols, Dan Tremble Staff: Cathy Conlow, Debbie Cyr, John Theriault, Eric Willett, Richard Cromwell Public: Jim Dunning, Casella Waste AGENDA 1.Side Load Curbside Removal Richard Cromwell outlined a proposal by Casella Waste for a side load trash pick up option and explained the breakdown and costs in the handout. There would be less cost for this option, and it would be for a ten year agreement. Cost around 48,000/yearly. The bid included specialized side load trucks and RFI ID chip bins. There was discussion of the program details, concerns by Committee members regarding maneuverability and size of the bins, potential weather complications, bins that needed to be replaced or repaired. Also discussed were experiences in other communities in southern Maine. Jim Dunning offered alternate add on options that may be possible to address citizen needs. An educational outreach would be provided along with brochures that would accompany the bins when delivered to the residents. Estimated start date would be July 1, 2020. Vote: Motion made and seconded, unanimous to move. 2.Joshua Chamberlain Bridge Pedestrian Improvements MDOT Application Ratify/Resolve This was the first item addressed at the meeting. John stated there was a meeting with City of Bangor, City of Brewer and MaineDOT regarding both Bangor and Brewer waterfronts. During that meeting, discussion took place of the lack of connectivity between the two waterfronts for ADA accessibility and the opportunity to apply for an 80/20 grant to place a crosswalk, approach grading, and flashing pedestrian signal mid-block on Union to connect to the sidewalk on the bridge as outlined on the map provided. Estimated project cost was $60,000. Vote: Motion made and seconded, unanimous to move. Meeting Adjourned 1
