MEETING MINUTES

Chair Graham called the meeting to order at 5:33 P.M.

CONSENT AGENDA
1.472 Essex Street –Extension
2.Amending the Schedule of Fees –Adding a Fee for Impoundment of Vehicles
Councilor Davitt moved both consent agenda items for approval. Seconded by
Councilor Tremble. Vote unless doubted, no doubt.
REGULAR AGENDA
3.Revision of Yard Sale Ordinance
Councilor Tremblemoved Staff Recommendation, seconded by Councilor Davitt.
Vote unless doubted, no doubt.
4.Bangor Farmer’s Market
Steve Bolduc provided introduction. Clayton Carter from Farmer’s Market Association
was in attendance.

5.Opportunity Zones
Councilor Davittmoved staff Recommendation, Seconded by Councilor Nichols. Vote
unless doubted, no doubt.
6.Downtown Alignment Project
Anne Krieg, HPC/Plannerprovided introduction and why staff feels it makes sense to
approach it this way. HPC reviewing this on October 10, 2019. Look at up-lighting,
signage. Compromise on language?
No action at this time on this item.
7.MUTDC Parking
Paul Nicklas, Asst. City Solicitor provided introduction on this item. 66 spaces have been
added, some spaces have been moved, adjusted side & width. Removed 35 spaces.
Goal to have spaces where appropriate and remove those that caused safety concerns.
John Theriault, City Engineer and Patrick Cowan, GIS Administrator provided detailed
review of standards and recommended changes.
Councilor Schaefer supports this and doesn’t want to change individual spots based on
the individual complaints.
CouncilorDavitt supports 100% and agrees with Councilor Schaefer, was excited about
it then, and now. Councilor Nichols agrees, was also excited about it when it came
through, still excited about it, and doesn’t want to walk back what we did, it makes
downtown walkable and safer.This was well thought out. Thinks that safety should
always come first.
Cathy Conlow stated that the parking committee still can entertain the one-off requests.
Councilor Graham had a problem with the communication, we need to communicate with
the businesses affected.
Discuss at Pre-Council meeting regarding Merchants Plaza parking and communication.
No action at this time.
8.Parking Setbacks
Anne Krieg advised that Planning Board reviewed this at the committee’s request, and
they had no comments on this item, no changes.
Councilor Nichols moved staff Recommendation, Seconded by Councilor Schaefer.
