MEETING MINUTES

Chair Graham called the meeting to order at 5:16P.M.

CONSENT AGENDA
1.Amending the Parking Map of the City of Bangor to Change the Identified
Space on Exchange Street from 1 hour to 15 minutes
2.Amending the Parking Map of the City of Bangor to Change the Identified
Space on Hammond Street to ADA Compliant
3.Amending the Parking Map of the City of Bangor to Change the Identified
Space on State Street from 2 hours to 30 minutes
4.Amending the Parking Map of the City of Bangor to Move the Identified ADA
Compliant Space on the South Side of Exchange Street
Councilor Nichols moved Consent Agenda Items, seconded by Councilor Tremble.
Vote unless doubted, no doubt.
REGULAR AGENDA
5.TEXT AMENDMENT CHANGE, Amending Chapter 165, Land Development
Code, to Allow Recreational Vehicle Parks on Stillwater
City Solicitor Heitmann provided an overview
(Councilor Davitt joined meeting at 5:21 P.M.)
Councilors Davitt and Tremble want to hear from the public.
Director Emery advised that we did provide public notice to the RR&Aowners on
Stillwater Avenue.
Public comment received from Cindy DeBeck, property owner, “RV resort, seasonal, in
favor” (Handout was provided from DeBeck).
Lucy Quimby, 1230 Kenduskeag Avenue, wanted to give it time to evaluate how this
could work.
Greg Edwards, Bangor Land Trust,stated that the campground and construction would
have detrimental effect on the environment, and is opposed.
Helene Whitty, property owner on Stillwater Avenue, and “RV-er”is in favor of this.
DeBeck advised that the Mall Marsh Commission set the setbacks, and they were not
set at 2,000 ft like the Audubonhad suggested and as Greg Edwards said.
Carrie DeBeck stated that this lot can already be developed with existing allowed RR&A
uses.
CouncilorTremblemoved approval of Text AmendmentChange,seconded by
Councilor Davitt. Vote unless doubted, no doubt.
6.ORDINANCE, Self-ReleasingBoot
Tyler Collins provided an overview of the ordinance. Councilor Nichols had questions
about how long we would allow the boot to be on before we would tow.
Parke Clemons provided input on the issue.
Councilor Schaefer asked about snow, per Mr. Clemons,we will be very soft with it at
first.
Councilor Tremble moved approval of Ordinance, seconded by Councilor Davitt. Vote
unless doubted, no doubt.
