THAT, .The City Council of the City of Bangor,as the local governing
body, hereby directs ami authorises the City Manager to submit to and file
with the Department of Housing and When Development applications for Urban
Development Action Grant Frmds as provided for in Title I of the Housing and
Comity Development Act of1974, copies of which applications are on file
with the City Clark; to promide such additional infoamation and fu'mish such
dooments an ®y be required by the Department of Housing and Urban Development;
to eseeate such contract or contracts as may be necessary for the grant applied
for; and to execute and file requisitions for funds.
BE W FURTHER ORDERED, THAT, the City Massager is hereby appointed as the
authorised representative a the City of Burger to act in Connection with such
application of the City of Bangor. for Federal feuds under Title I a the Housing
end Comity Development Act of 1974.

Section B - Protect Description
1. Brief Project Description
This project consists of one transaction: the acquisition
rehabilitation and conversion of the v cant Adams -
Pickering Building at 105 Main Street into retail and
restaurant' space and 20 market -rate apartments. This
32,620 gross square foot, mid 19th Century commercial
building has been vacant for approximately one year,
It is located on the Main Street of downtown Bangor,
surrounded by commercial development. This project will
be developed privately by Adams -Pickering Associates, a
general Maine partnership. Under this proposal, all
of this building will be rehabilitated and converted
into retail and restaurant space and 20 apartments at
cost of $1,698,731. This project includes the
provision of required parking on site for approximately
32 cars.

Section B - Project Description
1. Brief Project Description.
This project consists of one transaction with two
elements:
(1) The rehabilitation and conversion of the vacant
Motor Mart Building at 112 Franklin Street into
25 Condominium apartments. This 46,171 gross
square foot, early 20th Century c rcial
building has been vacant for approximately six
months. It is located on downtown Bangor's
re-emerging Franklin Street. This project will
be developed privately by 1912 Associates
Development Corporation. Under this proposal,
all of this building will be rehabilitated and
converted into condominium apartments at a cost
Of $2,100,000. This will be known as Stratham
Place.
(2) The construction of parking improvements to the
-
Abbott Square public parking lot by the City of
Bangor. These improvements will include the
resurfacing of parking surfaces, reconstruction
of islands, landscaping of two banks and a
esplanade, planting of screening trees at the
parking lot boundary and stream bank, and the
installation of lighting and directional and
identification signs. Existing surface parking
will be re -arranged to increase the efficient
use of available space to recover parking spaces
lost in the conveyance of land to the developer.
These public improvements will be acomplished
ata cost of $200,000 to be paid for with the
requested WAG funds. These parking improvements
will enable the City to convey approximately
12,500 sq. ft. of Abbott Square to the 1912
Associates Development Corporation to provide
exterior amenities essential for a suitable
residential environment for purchasers of the
condominium apartments proposed for the Murray
Motor Mart Building.
