Member City Staff Present: David Gould Paul Nicklas John Theriault Chair Huhn called the meeting to order at 7:00 P.M. PUBLIC HEARINGS 1. Conditional Use – Site Development Plan – 548-554 Union Street – land development permit application – demolition of existing convenience store, and construction of a new 4,200 s.f. convenience store with existing fuel pumps to remain at property in a Contract USD (Urban Service District). Southstreet Development Company, LLC, applicant. Randy Bragg, P.E. with Carpenter Associates presented the project, representing the applicant. Chuck Lawrence, owner, also in attendance. Will reuse existing canopy, reskin with new logo as well as the sign. Store to be supplied with public utilities. Storm water directed to existing catch basins along Union Street. Detaining and treating storm water prior to discharging. Fourteen parking spaces. Improved traffic in/out of the intersection by narrowing the in/out by 80%, from the previous. Two residences on Francis Street will remain as is, will not change very much. Member Shaw inquired about the sewer. Mr. Bragg states that the exact location of the pipe was unknown, but have located the pipe during existing demolition. As was pointed out and reviewed by City Engineer, relative to traffic, some of the improvements made to the site corrected errors and omissions from the 1991 plan. With the new plan, the driveways are pushed back from Union Street and well defined relative to this. No concerns with trip generation or access in/out of the site. All the landscape buffers on Union Street will all be redone. This will refresh the site with evergreen trees to provide some separation between the commercial use and the properties. The homes will stay as single family units. Have complied with all the land development code standards. Member Kenney had a question regarding the buffer between the commercial property and the residential units behind. Per Mr. Gould, there is landscaping between, and the houses in between are now USD properties. They’re no longer in a residential district. Mr. Lawrence states that the fence and trees will be going up as soon as possible to give the residents some buffer to prevent disturbance during this project. Member Durgin moved approval of Conditional Use – Site Development Plan, seconded by Member Kenney. The board voted unanimously in favor. OTHER BUSINESS 2. Adjournment – Meeting adjourned at 7:17 P.M.
