Councilor Weston questioned why there was a $14,000 net income and asked if
it could be reduced. Cathy Conlow, City Manager, stated they would have to go
back and ask. She stated it was a contingency carry over and the idea of
reducing the rate did not come up.
Councilor Tremble believed the assessment had been the same for 30 years. It is
a special assessment that only those in the district paid.
Debbie Cyr, Finance Director, stated this was a special tax rate of 50 Cents and
that there was an increase in value in the TIF.
Councilor Graham would have liked a board member to be present to explain
where the appropriation goes. Betsy Lundy, Downtown Coordinator, reviewed
the proposed budget and what they were doing.
