MEETING MINUTES

Chair Graham called the meeting to order at 5:18P.M.
1.PUBLIC HEARING –Amount of Federal Community Development Block
Grant Funds expected to be available for the Period July 1, 2019 through
June 30, 2020 and the Eligible Uses of Community Development Funds
Community & Economic Development Officer Tyler Collins presented annual
CDBG Action Plan, proposed allocations.Councilor Tremble questioned usefor
paving, should be general fund revenues. Councilor Tremblemoved to open the
public hearing, seconded by Councilor Schaefer.Resident Dominick Rizzo asked
how street and sidewalk paving money is allocated. Mr. Rizzo was advised that
we speak with Public Works. Move to closethe public hearing was madeby
Councilor Schaefer, seconded by Councilor Tremble.
2.Presentation by Evan Richert on UpStart Maine
Economic Development Officer Steve Bolduc introduced Evan Richert. UpStart is
a coalition of 8 entrepreneur support programs in Bangor Region. We are missing
a high concentration of export companies. We rank low in exports per capita.
UpStart videos –storytelling, podcasts –develop regions’ self-identityaround
innovation. Three points Triangle –downtown, airport and UMaine. Councilor
Graham –first customers and storytelling.
3.ORDINANCE,Amending Chapter 223, Property Maintenance, Section
223-4, to Require Mowing ofEsplanades
Property maintenance –notify property ownersof ordinance changes that affect
them, staff will look into this.Councilor Sprague movedto approve the ordinance
change, seconded by Councilor Schaefer. Vote unless doubted,doubted by
Councilor Tremble. Yes –3, No –1 (Tremble).
4.Land for RFP
No action on item, but okay to proceedwith developing and issuing the RFPs.
Councilor Schaefer moved into Executive Session at 6:21p.m., seconded by
Councilor Sprague.
5.Executive Session–Economic Development –Business Development –
C&L Aviation Update -1 M.R.S.A. § 405(6)(C)
Councilor Schaefer moved out of Executive Session at 6:34p.m., seconded by
Councilor Sprague.
No action was taken on item #5.
Meeting adjourned at 6:34p.m.
