CITY OF BANGOR, MAINE
Engineering Department
February 10, 1983
To the Municipal Officers:
Reference is made to City Council Order No. 82-160 passed
Jane 149 1982, authorizing the extension of the sanitary sewer
along Penjajawoc Stream north from Bangor Mall Boulevard to
serve the 8 & N Restaurant. All work has been completed, as
follows:
The sewer extension consisted of the installation of 492
feet of 10 inch pipe and 2 manholes, at a total actual cost of
$9,616.18, substantially less than the original estimate of
$16,920.00. Since a 10 inch pipe was installed to serve not
only the subject property, but also to serve an a collector
for the eventual sewer extansioas on Stillwater Avenue, and
since the restaurant development would have required only an
8 inch sewer, it "a recommended in the original report that
the estimated coat of the sewer for the purpose of determining
the assessment be reduced by $3.00 per linear foot to $15,440.00.
It was on this basis that the Developer prepaid fifty percent,
or $7,720.00.
AccorHingy, lit is recommended that the actual cost of
installation for the purpose of determining the final assess-
ment be also downgraded in a proportional amount to reflect
the installation of a 10 inch pipe. On this basis, the cost
of an 8 inch pipe would have been $8,974.00, the amount recom-
mended to be used for determining the Developer's share. Of
this amount, fifty percent, or $4087.00 would be considered
as the Developer's actual share of the installation. Since the
Developer prefunded $7,720.00, a refund in the amount of $3,333.00
is in order.
It is recommended that the assessment be adjusted to the
actual cost of installation as shown above, and that the refund
in the amount of $3,333.00 be paid to Mr. Stephan Raggan.
Plane showing the actual sewer installation are on file
in the office of the City Engineer.
Respectfully submitted,
6
John T. Frawley, 1
City Bagineer
