(Jorber, Autn zing City ParticipationConstruction Costs for Streets and Sewers in Stillwater Gardens Subdivision aysr.cuvsewwa#tM1=-C�suaf-aawer< xMxa WHEREAS, by adoption of this Order the City Council determines it to be in the general public interest and in the interest of the City of Bangor for the City to participate in a manner authorized by law in the casts of construction of streets and sewers for the Stillwater Gardens Subdivision, NOW, THEREFORE, By the City Council Of the City of Bangor: ORDERED; THAT the City shall participate financially in the construction of streets and sewers in the Stillwater Gardens Sub- division, subject to the following: (1) that the developer enter into an agreement, in a form approved by the City Solicitor to be executed by the City Manager, specifying the terms and conditions under which said participation shall be made; lel that the City shall provide, when needed, all pipe and manhole fixtures for the construction of storm and sanitary sewer lines and laterals within said subdivision (3) the City shall pave all streets within a reasonable time after construction of the streets; (4) that upon signing the aforementioned agreement, the developer shall pay to the City the sum of $5,000 to be utilized by the City in meeting its - costs for monitoring and supervising the construction Of said streets and sewers; (5) that, when requested, the developer shall .forthwith execute all deeds and all other necessary documents conveying title to said streets and sewers to the City of Bangor; and (6) that all other costs for the construction of said streets and severs and for the development of the subdivision shall be borne by the developer. Statement of Fact: The purpose of this Order is to authorize the City to participate in the financial costs of constructing streets and sewers n the recently approved Stillwater Gardens Subdivision. Whereas the City Council declared the passage of this order to be an oergency to take effect rumeaiately to serve the public interest due e to the lateness of the s and to provideadequate housing to the public now therefore this order shall take effect upon passage. CITY OF BANGOR, MAINE Engineering Department August 22, 1985 To the Municipal Officers: Reference is made to City Council Order 85-262 passed July 8, 1985 directing the City Engineer to do a Cost Study pertaining to the oonstruction of roads and severe in the Stillwater Gardens Subdivision located an the west aide of Stillwater Avenue north of Interstate Highway 1-95• The Cost Study has been compieted, which indicates the following: The project involves the construction of four new roads: Drew Lane, extending north from Stillwater Avenue for a distance of approximately 1162D feet to a cul-de-sac; Shannon Drive and Carrie Court, each extending 200 feet west from Drew Lane; and Jennifer Lane, extending southerly from Shannon Lane and parallel to Drew Lane for a distance of approximately 1,000 feet. These streets would be constructed to a Width of 30 feet, having a 3 inch bituminous concrete surface on an 18 inch gravel base: In addition, a storm sewer system consisting of 11780 feet of 12 inch pipe and 16 catch basins will be required to control surface water. The sanitary sewer system would consist of 3,088 feet of 8 inch pipe and 10 manholes, together with 4 inch sever laterals to each lot. The total cost of the street construction, including top - soiling and seeding of the unpaved areas within the right -o£ -way, is $139,800.00. The total estimated cost of the storm sewer is $60,00000 and the total estimated cost of the sanitary sewer i system s 372,500.00. The sewer laterals would cost an estimated $19,300.00, making a total project cost of $291$600.00. If the City participates in the cost of construction of the roads and sewers in accordance with previous policy, than the City a share would be $5.25 per foot of road construction, and fifty percent of the storm and sanitary sewer construction, not including the sewer laterals, which would be the Developer's responsibility. There has been previous discussion regarding the possibility of the City paying fifty percent of the total estimated cost of the roadway construction, in accordance with the original intent of the Ordinance when it was adopted in 1967. If so, then the pro rata shame of the construction costs would be as follows: City's Developer's Total Item Coat Cost Coat Roads $ 69000. $ 699900. $139,500. Storm Sewer 30,000. 30,000. 60,000. Sanitary Sewer 36,250. 36,250. 72,500. Sewer laterals -0- 19,300, 19.300. - Total 0136,150. $155,450. 6291,600. A total of 45 lots will be benefitted by the proposed con- struction. In addition to the above, there will probably eventually be approximately 12 street lights required to serve the project, which would be placed upon existing utility poles. The total estimated cost of the street lights and arms is $4,000.00. The Ordinance indicates that the City may assess the coat of the lights to the Developer. PublicBesafit. The proposed Subdivision will provide 45 single family house lots averaging approximately 9,000 square feet eaeh, which would place them in a moderate price range. There appears to be a shortage of lots of this type, since most of the other existing Subdivisions are laid out with much larger lots, and relatively high sales prices. Also, the number of available subdivision house lots in the City has diminished during the past ten years to the point where it is felt that additional development is needed to support additional growth of the City. Schedule of Co letion. The Finance Director has indicated that them ere a oient undo in the Sewer Account to cover the coat of the storm and sanitary sewer construction; however, there ora not sufficient funds to cover the entire coat of the street construction. For this mason, it is moommended that $70,000.00 be allotted from the General Fond - Reserve for Construction this year, which will permit the construction of Drew Lane, and possibly the partial completion of Shannon Drive, with an additional $70,000.00 to be authorized in 1956 for the completion of the remaining streets. It is felt that most all of the storm and sanitary sewers could be installed this year. Because of the time required to obtain bide, construction will not begin until late September, and a minimum amount of time is available to complete the proposed construction during this season. -2- It is recommended that approval be given to construct the Project as described show, and that the work be started as soon as possible.
