transferred from the Reserve for Future Construction - General
Fund to cover approximately one-half of the cost of the roadway
construction, with an additional Seventy Thousand Dollars
($70,000.00) to be authorized for completion of the streets in
1986.

To the Municipal Officers:
Reference is made to City Council Order 85-262 passed July
8, 1985 directing the City Ehgineer to do a Cost Study pertaining
to the construction of roads and sewers in the Stillwater Gardens
Subdivision located an the west side of Stillwater Avenue, north
of Interstate Highway 1-95• The Cost Study has been completed,
which indicates the following:
The project involves the construction of four new roads:
Drew Lane, extending north from Stillwater Avenue for a distance
of approximately 1,620 feet to a cul-de-sac; Shannon Drive and
Carnia Court, each extending 200 feet west from Drew Lens; and
Jennifer Lane, extending southerly from Shannon Lane and parallel
to Drew Lane for a distance of approximately 1,000 feet. These
streets would be constructed to a width of 30 feet, having a 3
inch bituminous concrete surface on an 18 inch gravel base. In
addition, a atom sewer system consisting of 1,780 feet of 12 incl
pipe and 16 catch basins will be required to control surface orate:
The sanitary sewer system would consist of 3,088 feet of 8 inch
pipe and 10 manholes, together with 4 inch sewer laterals to each
The total cost of the street construction, including top.
soiling and seeding of the unpaved areas within the right-of-way,
is $139,800.00. The total estimated cost of the atom sewer is
$60,00000 and the total estimated cost of the sanitary sewer i
system s 172,500.00. The sewer laterals would cost an estimated
$19,300.00, making a total project cost of $291,600.00.
If the City participates in the cost of construction of the
roads and sewers an accordance with previous policy, then the
City's share would be $5.25 per foot of road construction, and
fifty percent of the storm and sanitary sewer construction, not
including the sewer laterals, which would be the Developer's
responsibility. A breakdown of the costs would be as follows:

There has been previous discussion regarding the possibility
of the City paying fifty percent of the total estimated cost of
the roadway construction, in accordance with the original intent
of the Ordinance when it was adopted in 1967. If so, then the
pro rata shares of the construction costs would be as follows:

A total of 45 lots will be benefitted by the proposed con-
struction.
In addition to the above, there will probably eventually be
approximately 12 street lights required to serve the project,
which would be placed upon existing utility poles. The total
estimated coat of the street lights and arms is $4,000.00. The
Ordinance indicates that the City may assess the cost of the
lights to the Developer.
Pu 11c Benefit. The proposed Subdivision will provide 45
single fa cuss lots averaging approximately 9 000 square
feet each, which would place them in a moderate price range.
There appears to be a shortage of lots of this type, since most
of the other existing Subdivisions are laid out with much larger
lots, and relatively high sales prices. Also, the number of
available subdivision house lots in the City has diminished during
the past ten years to the point where it is felt that additional
development is needed to support additional growth of the City.
Schedule of Completion. The Finance Director has indicated
that there are s i'£icienf place in the Sewer Account to cover the
cost of the storm and sanitary sewer construction; however, there
are not sufficient funds to cover the entire cost of the street
construction. For this reason, it is recommended that $%0,000.00
be allotted from the General Fund - Reserve for Construction this
year, which will permit the construction of Drew Lane, and possibly
the partial completion of Sharron Drive, with no additional $70,000.00
to be authorised in 1986 for the completion of the remaining streets.
It is felt that most all of the storm and sanitary sewers could be
installed this year.
Because of the time required to obtain bids, construction will
not begin until late September, and a minimum amount of time is
available to complete the proposed construction during this season.

It is recommended that approval be given to construct the
project as described above, and that the work be started as soon
as possible.
