In City Council May 29,1985 Pa Al ity uk 85-200 RESOLVE Assuring and certifying the cttyta litrepD wlth ceitein requirements ci .2 _ fon commonalty development funds EXHIBIT A CBRWICAT1ONS The grantee certifies that: (a) It possesses legal authority to make a grant submission antl to execute e community development and housing program; (b) Its governing body has duly adopted or passed as an official act a resolution, motion or similar action authorizing the person identified as the official representative of the grantee to submit the final statement and ell unlerstardings and assurances contained therein, and directing and authorizing the person Identified as the official representative of the grantee to act in connection with the submission of the final statement and to provide such additional information as may be required; (a) Prior Iosubmission of its final statement to HUD, the grantee. has: (1) met the citizen participation requirements of 5570.301(a)(2) and has provided citizens with: (A) the estimate of the amount of CDBG funds proposed to be used for activities that will benefit persons of low and moderate income; and (B) its plan for minimizing displacement of persona as a result of activities assisted with CDBG funds and to assist persons actually displaced as a result of such activities; (2) prepared its fine) statement of community development objectives and prejeetea use of funds in accordance with 5 570.301(a)(3) and made the fined statement available to the public (d) The grant will be conducted and administered in compliance with: (1) Title Vl of the Civil Rights Act of 1964 (Pub. L. 88-352; 42 U.S.C. 520004 at sea.); and (2) Title Vlll of the Civil Rights Act of 1968 (Pub.
