Parcel By the Caro Courted of W City ofBaegam ORDRRED, THAT WHEREAS, the City of Bangor received two proposals for the acquisition and redevelopment of UrbanRenewal Parcel B-13{ and WHEREAS, pursuant to the procedures establisbel in Council Order 83-123 adopted by the City Council on March 36, 1983, the Design Review and Site Plan Review Committee (consisting of the Council Community Development Committee, the Chairman of the Plan- ning Board, the City Manager, the City Engineer, the Director of Planning and Community Development, and the Planning Officer) held number of meetings with the potential developers for the purpose of reviewing and evaluating the two proposals{ and WHEREAS, the Committee voted at its meeting on March 19, 1985 to recommend to the City Council that Exchange Street AssoCi- ates be designated as the tentative developer of Parcel B-13{ NOW, THEREFORE, BE IT ORDERED THAT Exchange Street Associates is hereby designated as the tentative developer of Urban Renewal Parcel B-13 until June 1, 1985, during which time the Legal Department, in sultation with the Community Development Committee and the Director of Planning and Community Development, shall be authorized to negotiate an option agreement with Exchange Street Associates for future consideration by the City Council. 9' BS-143 .yy IN CIW COUNCIL 0 R D E R- Na=h 25, 1985 Pa ed. Introduced and filed by cnu.,ciiman A F +\ C4 of Passar, Aim DEPARTMENT At PLANNING Me COMMUNITY DEVELOPMENT Date March ? 198 Rodney 0 McRry Dirtetor S.eper Proposal from Eaton Tarbell; Urban Renewal Parcels B -13 B-15, P2 and P5 Shortly after the Design Review and Site PlanReviewCommittee met with Bob Baldacci and Donald Cohen regarding their development proposals fox Urban Renewal Parcel B-13 (on March 4th and March 6th respectively), I received a phone call from Eaton Tarbell who indicated that he was working on a development proposal which would require the land between Broad Street and Exchange Street from the Washington Street Bridge to the overhead pedestrian walkway volving Urban Renewal Parcels B-13, 0-15, P2 and PS. Since his. proposal would involve Parcel B-13, his concern related to the availability of that parcel should the City designate either Mx. Cohen or Mr. Baldacci as tentative developer. I indicated to Mr. Tarbell that at that time neither Mr. Cohen or Mr. Baldacci had been designated as tentative developer, that I expected the City Council would be considering designating one or the other tentative developer of Parcel B-13 at its meeting on March-25th,and that until such time as the City Council designated a tentative developer Parcel B-13 would technically remain available. This past Tneeday,, March 19th, the Design and Site Plan Review Committee met and considered the only proposals received by the City at that time, that of 1912 Associates Development Corp. (Don Cohen) and Exchange Street Associates (Bob Baldacci). The Committee voted to recommend to the City Council that Exchange Street Associates be designated as tentative developer of Parcel B-13. From the time of our earlier conversation, I did not hear from Mr. Tarbell until March 29th when he again related his concern about the a ailabiity of Parcel B-13 should the City designate a tentative developer. I informed him that the Committee bad met, had voted to commend that the Council approve tentative developer status for Exchange Street Associates, that I was preparing a Council Order for Monday night's agenda which would designate Exchange Street Associates, that I expected Councilor Frankel as the Chairman of the Design and Site Plan Review�Committee to introduce the order, and that the City Council would consider the Order at Monday evening's Council meeting. Since I expected Councilor Frankel to introduce the Order, I suggested that Mr. Tarbell relate his concerns directly to Councilor Frankel. City Council Memorandum 2 March 22, 1985 On Thursday, March 21st I received the attached letter from Eaton Tarbell dated Match 29th indicating his interest in Parcels B- 13, B-15, P2 and P5. Should the City Council wish to consider Mr. Taxbell's proposal, the City Council adopted procedure (Council Order 83-123 adopted March 30, 1983) is fax the Design and Site Plan Review Committee to review and evaluate all redevelopment proposals submitted and subsequently make recommendations to the City Council regarding the selection of a tentative developer.
