RE: City of Bangor
Secondary Treatment Evaluation
Continuation of Scope of Service - Task 2
near John: - Please find enclosed the proposedScope of services continua-
tion for Task 2 - Assist with Necotiation of Consent Acres-
. ment. An estimated fee
of $45,000 is proposed for Woodard c
Curran, Inc_ to assist the City with continued negotiation of
the consent agreement for the time period beginning March B.
1987. Even at this time it is highly speculative as to
whether the negotiations with the DEP and EPA will be com-
pleted in a timely fashion and whether this adjustment will
cover the full cost ofour technical assistance during the
entire .process. The total cost of the negotiation process
will largely depend on which position the City decides to
take on issues such as upfront penalties, stipulated penal-
ties and the overall compliance schedule. The requested in-
crease of $45,000 brings the total estimated fee for Task 2
to $111,190. Woodard s Curran, Inc. will continue to ivoice
the City o a monthly basis, detailing the activities per-
formed in the billing period and those activities anticipated
in the nexttwo months.
