City Staff Present:Collins, Conlow, Emery, Nicklas Chair Graham called the meeting to order at 5:16P.M. (Please note, due to an issue with electronicmaps, the meeting started with item #3 on agenda) 3.Amendment of Development Agreement with Penquis –Grandview Ave. Tyler Collins provided overview of the item. Timeline has been pushed back, staff recommends, however,and wouldlike guidance on finance portion. Councilor Nichols moved staff recommendation to Amend Development Agreement with Penquis for $1,500 for twelve months, seconded by Councilor Davitt. Vote unless doubted, no doubt. 1.REFERRAL –COUNCIL ORDINANCE 19-053,Amending Chapter 165, Land Development Code, of the Code of the City of Bangor, By Eliminating the Setback Requirements from Railroad Property Assistant City Solicitor Nicklas provided overview of the item. Andrew Hamilton, representing Northern Light/Eastern Maine Medical Center, provided additional information. Councilor Nealleymoved referral of Council Ordinance 19-053, seconded by Councilor Davitt. Vote unless doubted, no doubt. 2.ORDINANCE, AmendingChapter 165, Land Development Code, by Allowing Interstate Highways to Serve as a Buffer for Marijuana Uses Assistant City Solicitor Nicklas provided overview of the item. Councilor Schaefer asked about the bike path that accesses through Perry Road. Chair Graham doesn’t like this amendment pertainingto stores, he’s not comfortable. Councilor Davittmoved referral of Amending Chapter 165, Land Development Code by Allowing Interstate Highways to Serve as a Buffer for Marijuana Uses, seconded by Councilor Nichols.
