Applicant requests final subdivision planrevision to add three residential units to the previously approved 18 residential unit developmental subdivision known as Willowbrook Run located at 826 Ohio Street in a Residential 4 and Residential 5 Zone. b. AC the time of this memorandum the City Engineer's Office has not reviewed the Final Plan as required by the Subdivision Regulations. The Planning Staff finds the plan i conformance with Final Plan approval requirements. Staff would,, upon favorable review by the City Engineer, recommend final plan approval. Item No. 5: Special Exception/Site Plan - 123 Center Street - Paine, Lynch S Harris a. Applicant requests special exception/site plan approval to use the existing building at 123 Center Street as professional office space in a Residential 5 Zone. b. The Residential 5 Zone allows offices as a special exception which do not exceed 2,000 sq. ft. and are located on a major street - Article 10, Section 3(2)(b) and Article -21, Section 2(4). The proposal is for 1,900 sq. ft. located an Center Street; a major street. C. The Staff's review of Article 22, Section 2 (a) -.(e) finds the following: the existing building is located on the corner of Center Street and Garland Street; the neighborhood is of mixed uses; the properties immediately abutting this one are one and two unit buildings; and other uses in the immediate area include the Brookings -Smith Funeral Home and the Jewish Funeral Chapel. The Planning Staff finds the proposed site to be marginal at best. The lot in question 1s only 5,644 sq. ft. in size and substandard n terms of setbacks. The Code Enforcement Office determined the proposed office use would require 12 parking spaces and applicant has received a variance from the Zoning Board of Appeals to only require spaces. Staff would note that the existing four parking spaces which are immediately adjacent to the street would require backing off -of or into the street due to a lack of any maneuvering area. The proposed three space parking area also falls short of the Zoning, Ordinance standards for parking design. Staff would find the proposed 12 foot wide drive to be too narrow and she maneuvering area within the parking lot to be insufficient for adequate turning movements. d. Overall, Staff would find that this area of Center Street is not unsuited for office use but that the proposed site development is inadequate to handlethe more intense office use. Staff would recommend that the proposed office use fails to meet standards "b" and 'e in Article 22, Section 2.
