Meeting Minutes
City Councilors Present: Davitt, Graham, Nealley, Nichols (arrived after first vote),
Perry, Sprague, Supica, Weston.
City Staff Present: Conlow, Cromwell, Emery, Heitmann.
Chair Nealley called the meeting to order at 5:43 PM.
1. Amending the Schedule of Fees – Historic Preservation Commission – Councilor
Davitt moved staff recommendation, seconded by Councilor Graham. Vote unless
doubted, no doubt.
2. Half Acre Outdoor Seating Request - Matthew & Patrick Brann representing Half
Acre present. M. Brann reports no significant progress between parties but they
do feel there has been some progress. Identifying ways that Half Acre can mitigate
outside issues. Cameras at Franklin Place, bushes, scheduling of regular
meetings with neighbors. Extra cameras along the side of the building and/or
parking lot.
David Case representing Franklin Place Condo Association appreciates the efforts
by the Branns. Noise from the parking lots is the problem. Case inquired about
the City’s responsibility to enforce laws in the parking areas. Loitering, playing
music in the parking lot. Not as adamantly opposed to this idea as in the beginning.
Their position is now if you can enforce the areas better, it might be workable.
Councilor Weston stated that there has been no patio the last 3-4 weeks, and
inquired if there has been a difference. It has been a bit quieter, but not a
difference in cleanliness. Councilor Perry will support this, and give it a chance for
the rest of the year. Councilor Davitt is open too.
Councilor Graham moves to approve with stipulation to check in with committee
in 30 days, seconded by Councilor Davitt. Vote unless doubted, no doubt.
3. Ordinance Changes – Committee members supportive of work on these items, no
official action at this time. Staff will continue work on these and report back.
4. Demolition of 78 Fourth Street – Update only provided to Committee members.
5. Other business
a. Electronic Signage – Committee members supportive to discuss rules
regarding electronic signs and setbacks from residential properties.
b. Marijuana Setbacks – Committee members supportive to discuss rules
regarding setbacks from residential properties.
