Article 6 of the Ordinances of the City of Bargor is hereby anande as follows: (1) THAT Section 2, Subsection 2.6 is deleted in its entirety and replaced by the follouiig: 2.6 Special Interest: A direct or indirect interest having value peculiar W a certain irsdivldual or grew, whether eccrenic or otherwise, which value may accrue to such individual or group as a result of the passage or denial of any, order, ordinance or resolution, or the approval or disapproval thereof, by the City Council, a:d which interest is not shares by the general public. (2) THAT Section 2 is anended by the aldition of the following: 2.7 City Council. (d) THAT Subsection 3.7 is deleted in its entirety and replaced by the following: Sec. 3.7 Conflicts of Interest. Bangor City Council Agentla Item. (A) Deliberation and Mote Prohibited. No City Councilor shall participate in the deliberation or vote, or otherwise take part in the decision-sakirg process, an any Ba Jor City Council agenda iten in which he o a member of his immediate family has a financial o special interest, other than an interest held by the public generally. None of the foregoing shall prohibit the Chairman of the City Council fron presiding on any agenda iten for the purpose of discharging his duties as set forth n Chapter I, Article 3, provided he does not partici- pate in the deliberation or vote, or otherwise take part in the decision-making process. (B) Disclosure of Conflict. Any City Councilor Who believes that he or a member of his Immediate, family has a financial or special interest, other than an interest held by the public generally, in any Bogor City Council Wools item, shall disclose the nature and extent of such interest, and the City Clerk shall sake a record of such disclosure. P itlorelly, any City Councilor who believes that any other City Councilor or a manner of such other City Councilor's hmaliate family has a financial or special interest, other than an interest held by the public generally, in any Bangor City Council agenda item, shall disclose the nature am extent of such interest, and the City Clerk shall make a record of such disclosure. Nothing herein shall be construed to prohibit any City Councilor food representing his own personal interests by appearing before the City Council on any such agenda itan. (5) MT Subsection 3.8 is deleted in its entirety and replaced by the following: Sec. 3.8 Disclosure Statement by City Councilors. within fifteen (15) days after each annual municipal election, every City Councilor shall file with the City Clerk a cunpleted disclosure form under oath containing the following inforsation, to the best of his knowledge and belief: 3.8.1 The nave of each person or entity, whether incorporated or not, doing business with the City in an avount in excess of $1,000 during the preceding calendar year £ran which such Councilor or mother of his isnediate family has received money or other thing of value in an mmunt in excess of $1,000 during the preceding calendar year, including, but not limited tr, canpaign contributions. 3.8.3 The Mme of each entity, whether incerporatei or not, doing business with tlue City in an mount in excess of $1,000 for the preceding calendar year in which such Councilor or masher of his issetliate family has a financial interest in an mount in excess of $1,000, including, but not limited to, the ownership of shares of stack. 3.8.3 The name of each nonprofit and/or for-profit entity, whetber incorporated or art, for which such Councilor or amber of his immediate fanily holds a position of officer or membes of any board. For em1b such entity, such City Councilor shall peovlde the following information: (a) a brief description of the purpose of each board and/or office (b) a short suswry of such Councilor's or family masher's duties relative to any such hosed and/or office (c) the tees of service on each such brand and/or office (d) whether or rot such Councilor or family tamer receives coupensetion far service an such board and/or office and the extent to which such con- pensation exceeds $100 in the aggregate annually.
