Community Development Residential Rehabilitation Loan – 77 Second Street - Councilor Nichols moved consent agenda, seconded by Councilor Davitt. Vote unless doubted, no doubt. REGULAR AGENDA 2. Commission on Cultural Development Grant Recommendations - a. Bangor Ballet in support of new ballet, Carnival of the Animals. b. Bangor Historical Society to support Drums on the Penobscot: A Civil War Experience. c. Bangor Symphony Orchestra to support to provide free and low-cost arts programming and concerts at the new Bangor Arts Exchange. d. Penobscot Nation in support of 2018 Wabanaki Social Gathering & Birch Bark Canoe Regatta. e. Individual Artist Project: Andrea Beaulieu to support the Street Piano Project. f. Individual Artist Project: Zakaria Allaf in support of his Syrian Immigrant experience music video. Councilor Perry moved all Commission on Cultural Development Grant Recommendations, with Staff Recommendation of $3,700 for Penobscot Nation. Seconded by Councilor Davitt. Vote unless doubted, no doubt. Councilor Graham inquired about status reports on previously granted funding from CCD. 3. Amending the Schedule of Fees – Code Enforcement – New Construction – Councilor Perry moved staff recommendation. Seconded by Councilor Nichols. Vote unless doubted, no doubt. 4. REFERRAL - COUNCIL ORDINANCE 18-276, Amending Chapter 291, Article II, Vehicle Turning and Traffic Movement, and Replacing Chapter 291, Article III, Parking, to Adopt a Citywide Parking Map and Eliminate Parking Schedules – Councilor Nichols moved staff recommendation, seconded by Councilor Davitt. Vote unless doubted, no doubt. Councilor Nichols moved to enter Executive Session, seconded by Councilor Perry. 5. Executive Session – Economic Development – Lease Negotiations – 1 M.R.S.A. § 405(6)(C) Councilor Davitt moves out of Executive Session, seconded by Councilor Nichols. Councilor Tremble excuses himself as he has a conflict of interest with the next item on the agenda at 6:35 p.m. Councilor Nichols moves into Executive Session, seconded by Councilor Weston. 6. Executive Session – Economic Development – Penquis – Grandview Ave. – 1 M.R.S.A. § 405(6)(C) Out of Executive Session, no action on items. 7. Other business – Liam Riordian, Vice Chair of Commission on Cultural Development – discussed grant-making process, as well as a request to reconsider the Penobscot Nation’s grant approval for the full $4,500.
