Gould, Planning Officer Sean Gambrel, HPC & Planning John Theriault, City Planner Paul Nicklas, Asst. City Solicitor Chair Boothby called the meeting to order at 7:00p.m. CONSENT AGENDA Item No. 1: Site Development Plan Permit Application –Hannaford Bros. Co., LLC,applicant – 609 Broadway -construction of 384 sq. ft. redemption facility. Item No. 2: Site Development Plan Permit Application –Sunset Meadows Assoc., LP., applicant –80 Sunset Avenue–construction of 1320 sq. ft. garage on slab, and approx. 250 sq.ft. of new pavement. Member Guerettemoved approvalof the consent agenda, seconded by Member Durgin. Vote unless doubted, no doubt. NEW BUSINESS: Item No. 3: Site Development Plan Permit Application –Swan Village Inc., applicant –521 Kenduskeag Avenue –construction of one 8,640 sq.ft. twelve-unit building. Aimee Young from Plymouth Engineering presented the project. Twelve 3-bedroom units, 94 total parking spaces. Ralph McPherson, 543 Kenduskeag Ave.,concerned about density of site,how it will affect property values. Currently selling condo units on his property,concerned about ability to sell units. McPherson has found residents to primarily be college students, not families. Buildings very close to the property line, thereby close to his building.Property was only recently rezoned to allow this level of density. Had previously been single family zoning. David Gould provided the staff report.He noted written comments had been received from FrancesBouchard, of 24Blanchard Street, were distributed to Board. A call was fielded from another neighbor,Glenda McNallywho resided at 541 Kenduskeag Avenue concerned about density, getting out onto Kenduskeag Avenue is difficult due to the speed of the traffic. Mr. Gould noted that when the property was rezoned such uses would be allowed. Ashleigh Briggs, 543 Kenduskeag Avenue concerned about property value. Assessment has gone down in past year,while prices around town are going up. Concerned she won’t see a return on her investment. Noted safety concerns with driveway and visibility, numerous near accidents. Member Durgin moved approval, seconded by Member Guerette. Vote unless doubted, no doubt. APPROVAL OF MINUTES: Item No. 4:Planning Board Approval of Minutes –June 5, 2018 Meeting minutes were unanimously approved with minor corrections. Item No. 5: Notice of Decision for Bangor Housing Authority Member Brush moved approval, seconded by Member Guerette. Vote unless doubted, no doubt.
