HomeMy WebLinkAbout2018-02-08 Historic Preservation Commission Minutes HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR MEETING OF February 8, 2018 MINUTES Commission Members Present: Reese Perkins, Chair George Burgoyne, Secretary Brandi Leroy Alfred Banfield, Associate Member City Staff Present:Sean Gambrel Chair Perkinscalled the meeting to order at 7:00p.m. PROJECT REVIEW 1.11 Hamlin Way –Bangor Savings Bank New construction of a 5-story, 450-car parking structure and related elements Chapter 71 –Bangor Center Revitalization Area (Waterfront Development District) David Latulippe presented the applicationon behalf of Bangor Savings BankwithBen Walters representing CW Architects. Mr. Latulippe stated that the overall design of the garage was intended to matchwiththe recently approved office building and focuses on the feel at the pedestrian level. Mr. Latulippe has worked closely with staff to create a design that will be satisfactory for the Commission. The only staff comment he is aware of is related to walkway treatment at Main Street entrance, however he stated that he believed the proposed treatment would work very well. Additionally, he noted that the Main Streetentrance is only for access to 60 spots on the lower level, so pedestrian conflicts should be minimal. Sean Gambrel presented the staff report, noting that the design appeared to be consistent with the ordinance in terms of building composition, materials, bulk and mass, and pedestrian details. Mr. Gambrel did note the sidewalk treatment at the Main Street entrance but stated that he felt that the proposed treatment was not significantly out-of-line with the ordinance. Mr.Walters presented on the architectural details of the garage, statingthat heused a number of architectural techniques to break up the building mass, such as placinganchoring towers at each end of the structure and accentuatingthe entrance. He also incorporated atop–middle- base designfor the overall building and addedtextureto the long horizontal spans to increase visual interest. CommissionerBanfield confirmed that the treatment along the lower level was not vinyl-coated chain linkfencing as had been previously stated. Mr. Latulippe confirmed that it was not, and that the treatment now was a4”x4”grid. Commissioner Perkins stated his concern about traffic onconcert evenings when thattraffic and bank workers might conflictduring the early evening, especially with pedestrians. Mr. Latulippe stated that the MDOT permit and City Engineer have considered thisand that on concert evenings they plan to have personnel on-site to deal with traffic concerns. Commissioner Banfield moved to approve project for 11 Hamlin Wayas proposed. Commissioner LeRoy secondedthe motion. The motion was unanimously approved. 2.26 Front Street –Seadog Realty, LLC Replace rear deck and install canopy Chapter 71 –Bangor Center Revitalization Area (“Façade Area”) –Design Review Dan Millerof TAC ArchitecturalGroup presented the application, representing SeaDogRealty, LLC. The existing awnings and deck were damaged during a recent storm and the applicant would like to make these repairs before the deck is openedagain in late spring. This application involves the rear dining deck only. A new canopy will be erected to cover the deck, replacing the damaged awnings, and will utilize an EPDM roof. The existing wood railing and balusterswill be replaced with the veiwrailsystem provided, which will be much less visible. All finisheswill be Winchester Grey to match throughout. The support columns will remain unchanged, as a mix of wood and steel columns. The new stairs are for egress, and will be pushed back against the building, which will result in their being less visible over all. Commissioner Banfieldasked if the existing columns wouldbe moved. Mr. Miller responded that they would be moved slightly, to the edge of the deck to help support the new canopy. Commissioner Perkins asked how the trim would look. Mr. Miller advised that the deck included a fascia board and that otherwise the design would be generally unchanged. Everything will be painted or stained Winchester Greyto match. Commissioner Banfield inquired if the roof will extend the whole length of the building. Mr. Miller replied that yes, it would. Commissioner Burgoynemoved to approve theproject for 26 Front Street as proposed. Commissioner Banfield secondedthe motion. The motion was unanimously approved. 3.40 Summer St –Harmaney Realty Apply metal rain panel barrier system to façade of building Chapter 71 –Bangor Center Revitalization Area (Waterfront Development District) Dan Miller, of TAC Architectural Group presented the application on behalf of the applicant. He noted that previously this property was approved for similar work, but the building owner decided that they wanted to modify the colorand general panel design. Mr. Miller noted that the cast stone window sills will be encapsulatedin the panel system, but will not beremoved. He noted that all of the windows wouldremain as they currently are, except that seven windows which had been infilled will be restored and will match the other windows in the building. He explained that the building’s cornice will remain, andwill be repaired and painted. The proposed new finishes will be French Beige instead of grey and asimulated wood plank paneldesign. The Commission discussed various elements of the windows as well as the condition of the brickwork and why it needed to be encased. Commissioner LeRoy moved to approve the project for 40 Summer Street as proposed in the application.Commissioner Burgoyne secondedthe motion. The motion unanimously approved. 4.Review and Approval of Meeting Minutes Meeting minutes from January 11, 2018 were approved with minor changes. 5.Other Business The Commission and staff discussed a number of topics to suggest to the state for its annual “CAMP” commission training program.
