PLANNING BOARD OF THE CITY OF BANGOR
TUESDAY, MARCH 20TH, 2018, 7:00 P.M.

MEETING MINUTES

Chair Boothby called the meeting to order at 7:00 p.m.
Item No. 1-Conditional Use and Site Plan Review for Lupine
Meadows, LLC, to construct two Single Family attached structures, one
single story duplex unit with approx. 4,347 sq. ft., and a single/two
story duplex with approx. 4,539 sq. ft. –a total of 4 units -located at
811 Mount Hope Avenue, in a Low Density Residential District.
Chair Boothby opened up the public hearing.
Fred Marshall from Plymouth Engineering presented the project.Mr. Marshall noted that
this project has been before the boardrecently, andgivenConditional Use Site Plan
Approvalin August. Since that time, one of the buyers wished to modify the approved
one-story unit with a two-story unit. Because the original approval wasa conditional
use, this modification requires conditional use approval from the Planning Board.
Chair Boothby asked for proponents oropponentsto the project–there were none.
Chair Boothby asked for Staff Review. Planning Officer Gould mentionedthat one of
the conditional use standards was that the buildings be architecturally compatible with
surroundingneighborhoods.This modification results in no majorchange to the
appearanceof the site or buildings. He noted that t site plan is otherwise unchanged.
Member Durgin asked if there would be any impact on storm watermanagementfrom
this modification. City Engineer John Theriaultresponded that there would not be.

Member Guerette movedapproval for the application. Member Durgin secondedthe
motion. The motion wasapproved unanimously.
Item No. 2–Zone Changefor parcel of land located at 472 Essex
Street, from an Urban Residence 1 District (URD-1)to Urban Residence
2 District (URD-2). City of Bangor, Applicant.
Chair Boothby opened the public hearing.
Tanya Emery from the City presented the property. She state that the property in
question is a tax acquired large building,which was in very poor condition. This
building was for many years grandfathered as non-conforming 4-unit. Because of
disusefor a number of years, grandfathering hasexpired. Ms.Emery stated that she
felt that rezoning is necessary for economic functioning of the building, given its size
and rehabilitation costs.
Chair Boothby asked for proponentsand opponentsfor the application–there were
none.
Chair Boothbyaskedfor Staff Review. Planning Officer Gould described the prevailing
neighborhood conditions regarding land use. He noted that this building predated
zoning and that historically a 4-unitbuilding had been allowed here. The zoning of the
parcel was eventually was changed to only allow single familyresidential. He
suggested that the board consider the current zoning and comprehensive plan vs. the
pre-existing 4-unit nature of the building.
Member Brush asked what would happen if no developers come forwardwith interest in
the property. Ms.Emery statedthat the property wouldlikelybe demolished. At that
time the City would consider rezoning the propertyto URD-1to match the
neighborhood. However,there are several interested partiesso she feels a sale is
likely.
Member Guerette movedto recommend the zone change to the City Council. Member
Durgin secondedthe motion. The Planning Board voted unanimouslyto recommend
approval of the zone change to the City Council.
Item No 3. -Planning Board Meeting Minutes from March 6, 2018 wereapproved
unanimously.
