TMT ' WHEREAS, gwerrmental, educational, medical and charitable organisations enjoy the exenption of their real and personal property from municipal taxation; and W3EREOv3, the City of Bangor is uniquely affected by the location of a large punter of such tax-exempt institutions within the City's boundaries; and W3ERFl3, the ik3act of such exemptions results. in a substantial erasion of the City's tax base; and WIDtESB, the`City of Bagor mist be meticulous in managing its tax base due to a variety Of fiscal realities, including but not limited to, the following: . (a) overrreliance On the property tax base as the only major Source of tax revenue; (b) increasing demands far costly municipal services which require additional revenue; (c) increasing mandates frau State and Federal governments; and (d) aapid decline in Fe9eral fiscal assistance. M].V, 1NEREPJFE, By the City Council of the City of Eongor, be it OPTERED, THAT the Council Chair appoint a committee, to be known as the Bangor Tax-hXapt Property Steering Committee", onsisting of the following: a mmmber of the Board of Assessors; tba Director of Administration, a memberqt the Bangor business cvmunity; 2 members of the Banyor City Council; and $representative of a tax-exempt evIIl institution. Said coanittee members Shall be appointed for a tens of me year and until their successors are appointed; and be it further CRDERID, TBAT the Counittba shall develop policies to be adopted by the City Council for purposes of managing the City's tax base effectively. In Wrsuancn of such policies, the Committee shall initiate the following with the assistance and support of the City Manage[ and his staff: -2- (a) encourage o rs of currently taxable property who seek tax-exeapt status to make a voluntary annual payment to the City; (b) initiate discussions with tax-ex t organizations regarding a voluntary annual payment at the time such organizations are sitter expending or improving their property; (c) initiats legislation by the State legislature to provide for carpensation to the City for certain State-owned properties and properties omea by .independent authorities and districts; (d) develop and implement procedures for the negotiation of payments in lieu of taxes by tax-exmgit organizations; and lel pertow such ocher functions as may be assigned frw time to time by the City Council.
