Commentary:
City Staff and the Continuity and Economic Development Depart-
ment have been working with Burgundy Realty Trust on a proposed
redevelopment project for the vacant building beside the Berry/
Dunn/McNeil/Parker building on Pleasant Street. Phase 1 of the
project includes the rehabilitation of12,000 square feet of office
space. The applicants have proposed to construct a pedestrian
bridge for public use as part of the project and are requesting
that a building easement of. 20' be granted by the City to allow the
addition of entranceways from the vacant South Street r.o.w.
The developers have requested approval of a framework for a
agreement with the City on this project. This will asist them in
making a decision on purchase of the property prior to an option
expiration.
The Community and Economic Development Committee approved the

ORDERED,
THAT the Department of Community and Economic Development staff
and the City Solicitor's office work with Burgundy Realty Trust to develop
an agreement that reflects the following responsibilities in the
redevelopment of 46 Pleasant Street:
Burgundy Realty Trust
1. will rehabilitate building at an estimated cost of $1,500,000
(Phase 3);
2. build a pedestrian bridge across the Maine Central Railroad to the
waterfront area at an estimated cost of $100,000. The bridge
-shall be built within two years and shall be subject to design and
location review by the City of Bangor;
3. lease at market rate a minimum of 70 parking spaces at central
parkng facilities (Pleasant/South/Railroad Street area) or the
Front Street area or on -street permit spaces for a 5 -year period;
4. maintain landscape in South Street r.o.w. if landscape easement is
granted.
City of Bangor
1. grant 20' building easement and 50' landscape easement in the
undeveloped South Street r.o.w.;
2. initiate acquisition negotiations for land in the
Pleasant/South/Railroad Street areas,
3. provide central parking in the area or provide 30 spaces in the
Front Street area or provide 30 on -street permit parking spaces
within 500' of the redevelopment site for a period of 5 years.
