Coupal, Jr. City Manager Bangor, Maine Dear Mr. Compal: This is in further reply to your letter of April 9, 1963 and supplements my letter to you under date of April 17, 1963, both in regard to the proposed reconstruction of Route 1-A in the City of Bangor In the vicinity of Perry Road. Cur engineers have now reviewed the construction as proposed in the project for the reconstruction of this section of Route 1-A and the Commission has approved the following procedure: 1. If the City of Bangor agrees to the following: (a) To provide such land as it may hold title to on the west- erly or northerly side of the Industrial Spur which may be needed by the State Highway Commission for construction of a proposed interchange at this location. Such land shall include a section of Thatcher Street, the City to take the proper legal action to discontinue this section of Thatcher Street. The above, including the discontinued section of Thatcher Streetis to be provided to the State of Maine for the sun of VOO. (b) To supply any other right of way to which it may hold title and which is needed for the construction of this pro- ject, this to be included for the payment of 41.00 as referred to in (a) above. (o) To allow drainage from the proposed structure at Perry Road and possibly a small amount of additional drainage to be determined at the design stage of the interchange to enter the drainage system for Perry Road. Ccupal, Sr. City Manager - Hanger, Maine -2- May 6 1963 (d) To design and construct Perry Read, including drainage, a 30 foot roadway section between curbs and a flat section 5 feet back of each curb. To grade the back elope on a 1 3/4:1 elope. The State highway Commission will provide paving for the elopes adjacent to Perry Road as a part of the project, paving the backslopee to be done without ex- pense to the City of Berger. This work to be done by the City is to be completed by the fall of 1963. (a) To assume the responsibility for any damage to the sewer in Perry Road as a result of any construction in the vici- nity of Perry Road. (f) To assume the responsibility for any additional cost of the proposed municipal golf course as a result of the pro- posed interchange at the Industrial Spur. (g) To pay for the construction of Perry Road. 2. The State of Maine will agree - (a) To construct he interchange at the Industrial Spur con- necting relocated Route 1-A with I-395. (b) To constrict the Perry Road structure carrying relocated U. S. Route 1-A over Perry Road. (c) To cooperate with the City of Bangor in providing any information pertinent to the Perry Road. Raclosed you will find a sketch showing the proposed construction as outlined in items 1 and 2 above. The right of way lines of the proposed project are shown on the sketch. You will note the right of way lines are located 75 feet from the outside ramp pavement edge. In addition it may be necessary to have certain drainage easements and to widen the proposed right of May if required by construction. These determinations will be made at the design stage. It is understood that there will be no connections between relo- cated Route 1-A and Perry Read either as a part of this project or In the future. The proposal as set forth in my letter to you under date of May 16, 1962 for certain traffic movements to be provided between Relocated Route 1-A and Perry Road and the construction of a service road as a part of Perry Road, along the Hampden -Bangor line is withdrawn. In view of the fact that the proposal as set forth in our letter to you under date of May 16, 1962 which was approved by action of the Hanger City Council on May 28, 1962 is now being withdrawn, I would assume that It would be necessary for the City Council to approve the Joseph R. As soon as we are ad- vised that the City Council has approved the procedure as set forth in Stems 1 and 2 above, the proposal will be submitted to the Federal bureau of public Roads for approval. For your information, verbal approval of the proposal has been given by the Division Engineer of the bureau of Public Roads. Very truly yours, David H. Also there should be no problem with the discontinuance of Thatcher Street since that right of way serves no useful purpose. b) the city does not own title to any, other land within the proposed Route #lA right of way as shown on the enclosed sketch. c) catch basins will be provided on Perry Road under the proposed structure and it is felt that drainage from the structure should hotappreciably increase the storm flow. d & g) Perry Road has been redesigned for a total length of 700 feet in the vicinity of the over -pees to allow proper clearance. The estimated coat of this construction would be $12,000: it should be borne in mind that Perry Road has not yet been gravelled or tarred in this area 90 that the actual increase in coat over our original plan is only $8,000. voxxF FRAWLEY e... The additional cost of the golf course will be approximately $89000 which includes 83,000 for land purchase, $3,000 for clearing and grubbing and $2,000 for additional seeding and water line relocation. It is further felt that an improved layout will result from this relocation. The subject letter also describes the widths of the proposed right of way, and states that it may be necessary to widen said right of way or to obtain certain drainage easements: the agree- ment as outlined above would not include such widening or drainage easements and should such easements be required, they would be subject to separate negotiations.
