ORDERED,
THAT
WHEREAS, on March 23, 1959 the City Council passed Order 119L, Authorizing
the School Building Committee to Select and Employ an Architect to Prepare
Preliminary Puns and Specifications for a New Senior High School and
WHEREAS, the Secondary School Building Committee�conetituted by Order 176M
passed on July 11, 1960 has engaged Eaton W. Tarbell & Associates, Inc. to
prepare said preliminary plans and specifications imi cost estimates, and
WHEREAS the Chairman of the Secondary School Building Committee has
prepared a report dated January 30, 1961 relative to the activity of the Committee
NOW, THEREFORE, BE IT ORDERED That said Oommittee report and said
preliminary plana, specifications and cost estimates, all attached herewith, be
accepted.

REPORT AND RBWMffiDtAT1ONS OF ME
BANGOR SRCONOARY SCIWOL BUILDING COMMITTEE
January 30, 1961
To the Chairman and Members of the City Council;
The Secondary School Building Committee established on July 11, 1960, by
Council Order 116-M held its first meeting on July 12, 1960 and its moat recent
meeting on January 24, 1961. In all, 23 meetings hew been held by the Committee,
averaging at least two and a half hours in length. In addition, almost every
member of the Committee has spent sentenced hours of study and constitution in
preparation for the meetings. All meetings have been open to the public with
definite opportunities for audience participation.
At its meeting on January 24 the Committee adapted the following motion by
a vote of 13-1:
That the preliminary plans and specifications for the pro-
posed high school be accepted as presented by the architect in
his brochure dated January 17, 1961, and as awarded by the vote
of this Committee this date, setting forth an estimated root of
$3,264,820; and that these plane be recommended to the City Council
for approval.
For your information there is set forth helm a comparison between the
figures contained in the orglnal proposal dated January 18, 1960, and the present
proposal dated January 11, 1961.
Neither estimate Includes the cost of the Broadway site which is already
paid for, Both estimates include the total fee for architectural services; mad
in men ection with the present proposal it should be noted that $58,844.15 which
has already been paid for architectural services on the orginal project will be
credited toward payment of the estimated fee on the revised project in accordance
with the letter dated September 26, 1960, from Eaton W. Tarball 6 Associates, Inc.

Referring to the proposed reduction of $583,728 in the estimated construction
coat of the building it may be pointed out that approximately $135,000 was Raved
by eliminating the fourth gymnasium station, tan classroomB and the rifle range
from the original plan. (these facilities were intended for the RON program.)
no balance of the reduction was brought about by refinements of design (e.g. double
use corridors) and by substitution of less costly but adequate materials in place
of some that were originally specified.
The saving of $141,800 in site development may be said to represent the
difference between a total development of the whole area (including that needed
for future growth) and the essential minimum necessary for estimated requirements
at the time the school to opened.
Face and equipment are figured in both proposals at the some fixed percentages
of the building construction wet, 5.5% for fees and 12% for equipment. Allowance
for contingencies meat necessarily be rather arbitrary.
Realising that the wet and availability of mase transportation to the
Broadway site is a matter of general concern the Committee has considered the
question and at its meeting of January 24 voted 13-1 to go on record as follows:
As a matter of principle, pupils should get to a new high
school at their Own or their parents' expense. If there is n
me transportation system available in the city at the time the
ew high school is opened, then it shall be the responsibility of
the city to provide a system of transportation to the saw school
at the parental or students' expense.
Because of the limitations of time this report has not been submitted to
the Committee for approval or emendment but it is hoped that it fairly reflects
the results of the deliberations of the Committee.
