ORDER, Authorizing City Manager to Implement the Pay
Item/Subject: Classification Study Prepared by Waggoner, Irwin,
Scheele and Associates, Inc.
Responsible Department: City Manager
Commentary: The City Council and staff have received the final report
prepared by the consultants who were
selected to perform the pay classi
fication study on certain selected City positions. This report has
been reviewed
wed on several occasions by the Council and w most recently
discussed at a Budget Workshop held last week. The attached Order will
authorize the City Manager to implement this study pursuant to the
general principles established at that Workshop meeting.
In general Lerma, employees will be placed in their new pay scale at
that step which will provide than with at least a 58 increase in
salary. Employees who are beyond the and of the range.will be given a
58 increase with a clear understanding that their salaries will remain
the same until such time as the pay scale is further adjusted and
catches up with their existing salaries. In general, seasonal and
temporary personnel will not he included in the proposed pay scale. The
pay scale will become effective with the new budget.
The Order also requires that the City Manager prpeare the necessary
procedures, policies and forma to implement the merit performance pay
recommendations included in the study. The established goals for
completing these items will be September 1, 1989. 1
Finally, the Order does authorize the City Manager to establish a
review procedure to allow employees who are dissatisfied with results
of the study to request that their classification be reviewed.
Additionally, the City Manager is authorized to initiate reviews of
the results of the study where the Manager believes the results are
incorrect or inequitable. Under both Options, the City Manager is
authorized to make minor adjustments to the pay classification study.
City staff will iem,ediately turn its attention to developing the other
items which are required to insure that the pay system is fully
implemented and that the merit pay proposal can go into effect by
September 1, 1989.

ORDERED,
WHEREAS, the City Council has previously determined the necessity
of areview
and revision to the City's existing pay classification
system including existing job descriptions and pay scales; and
WHEREAS, the firm of Waggoner, Irwin, Scheele and Associates,.Inc.
was selected to undertake such studq„ and
WHEREAS, the study has been completed and the results'have,been
presented to the City Council; and
WHEREAS, implementation of the study inan expeditious manner is
deemed to be in the best interest of the City of Bangor and its
employees;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT the final report on Job Classification prepared by the
firm of Waggoner, Irwin, Scheele and Associates, Inc., copies of
'which have been made available to the members of the City Council
and are an file in the Personnel Office, is hereby accepted. The
City Manager is hereby authorized to implement this study in
accordance with the following general principles:
1. Covered employees shall be placed an the recommended pay
scales in the next highest step which will generally result
in at least a 5% increase in wages;
2. Employees who will receive less than a 58 i under
this procedure shall e
receive a 5% increase andbeenotified
that their salary shall not increase as long as they remain
in their current classification and Una assigned pay scale
for that classification is lower than their salary;
3." Seasonal and other temporary personnel shall generally be
excluded from the proposed pay scale.
BE IT FURTHER OROERED,THAT:
The City Manager shall establish a review procedure to allow
employees who are dissatisfied with the results of the study
to request that their classification be reviewed. In addition,
the City Manager is authorized to initiate reviews
of the
sults of the proposed pay classification systemwhere he
believes the results to be inect o inequitable. The
review process shall conform to the general principles
established andused in the study as performed by Waggoner,
Irwin, Scheele and Associates, Inc. Where necessary and
appropriate, the City Manager is authorized to make adjustments
to the pay classification report which address incorrect or
inequitable results.
BE IT FURTHER ORDERED, THAT:
The City Manager shall prepare the necessary procedures,
policies, and forms to implement them merit performance
cns
endations of the study and to insure that the study
is adequately updated and maintained. Such procedures,
policies, and forms shall be preparedbySeptember 1, 1989
and be presented to City Council for its review and, where
appropriate, its approval.
