IBB% M/. 80% 62.5% Y EXHIBIT A CITY OF BANGOR FINAL STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES FY 1989 The primary objective of the City of Bangor Community Develop- ment Program is the development of a viable urban community by pro- viding decent housing, a suitable living environment mnd expanding economic opportunities, principally for persons of low- and moderate -income. Consistent with this primary objective, Bangor's FY 1989 program year specific objectives and projected use of funds 1. Downtown Revitalization Activities To alleviate physical and economic distress through stim- ulation of private ivestment, community revitalization, expansion of economicopportunitiesfor low- and moderate -income persons, and aiding in the elimination of blighting influences by providing financial and technical assistance for the acquisition, rehabilitation, restoration, reuse, demolition, removal and/or expanded use of existing private properties; design, construction, reconstruction, rehabilitation, acquisition, removal, demolition and/or installation of publicly owned and/or operated facilities; promoting and assisting new private development of vacant or underutilized property; preventing and eliminating blighting influences through code enforcement and, a necessary, selective acquisition and clearance or rehabiion of vacant and/or deteriorated properties; assisting the development of the recreational, residential and commercial potential of the waterfront and stream areas; and implementing the City's strategy for downtown revitalization. It is projected that $158,294 of FY 1989 CDBG Entitlement Funds will be used to complete improvements to downtown streets, sidewalks and public areas, to acquire and clear private property at 24 Central Street and to fund facade and/or revitalization loans to owners of private properties. 2. Waterfront Revitalization Activities To alleviate physical and economic distress through stimulation of private investment, community revitalization, expansion of economic opportunities principally for low- and moderate -income persons, and aiding in the elimination of blighting influences by providing financial and technical assistance for the acquisition, rehabilitation, restoration, reuse, demolition, removal and/or expanded use of existing private properties; design, construction, reconstruction, rehabilitation, acquisition, removal, demolition and/or installation of publicly owned and/or operated facilities promoting and assisting new private development of vacant or underutilized property; preventing and eliminating blighting influences through code enforcement and, as necessary, -3- EXHIBIT A selective acquisition and clearance o rehabilitation of vacant and/or deteriorated properties; assisting the development of the recreational, residential and commercial potential of the waterfront area; and implementing the City's strategy for waterfront revitalization. It is projected that $257,092 of FY 1989 CDBG Entitlement Funds will be used to acquire property, relocate tenants, clear, improve and dispose of redevelopment parcels to leverage and assist with the private investment necessary to restore, rehabilitate, repair, reuse and beautify existing buildings, redevelop vacant properties, construct new residential, commercial and/or recreational facilities, and expand the City's economic and tax base. 3. City -Wide CUBS Residential Property Rehabilitation Loans To improve and expand housing opportunities for low- and moderate -income persons by making available, on a City-wide basis, low-interest rate property rehabilitation loans and deferred loans to owners of existing eligible properties. Eligible properties are those which do not currently meet BUD Section 0 Minimum Property Standards and/or the City of Bangor's Existing Structures Code, but which can econmically be brought into compliance. Rehabilitation will be limited to correcting code violations and/or solations of Section 8 Minimum Property Standards, cost effective energy conservation measures, general property improvements necessary to put the property into generally good and readily maintainable condition and the conversion of a existing structure to housing or to increase the number of dwelling units in an existing residential or mixed-use structure. This program is administered by the Community Development Property Rehabilitation Staff. It is projected that $319,380 will be expended on this activity. Economic Development Activities To create and retain jobs for low- and moderate -income persons, leverage private investment, alleviate physical and economic distress, and expand tax revenues through the use of CUBS Entitlement funds for the acquisition of real property for economic development purposes; for the acquisition, construction, reconstruction, rehabilitation, removal, demolition and/or installation of public facilities and site improvements; for the acquisition, construction, reconstruction, rehabilitation, demolition, removal, and installation of commerical or industrial -4- EXHIBIT A buildings, structures, essential inventory and/or capital equipment, for commercial or real property improvements; and to provide technical and financial assistance to private, for-profit entities when the assistance i necessary to carry out an approved economic development project. Nue to the availability of adequate funds from previous grants and loan repayments for loans, $40,023 of FY 1989 C➢BG Entitlement Funds is projected to be expended for the administration of this activity. 5. Handicap Access Activities To carry out special projects directed to the removal of material and architectural barriers which restrict the mobility and accessibility of elderly or handicapped persons to publicly and privately owned buildings, facilities and improvements. It is expected that $208,110 of PY 1989 CBBG Entitlement Funds will be expended on this activity for public school restroom modifications and ramps, an elevated walkway to the Kenduskeag Stream parking garage and revitalization loans for elevators in private properties. 6. Lower Main Street Neighborhood Revitalization Area To alleviate physical and economic distress through stimulation of private investment, community revitaliza- tion, expansion of economic opportunities principally for low- and moderate -income persons, and aiding in the elimination of blighting influences by providing financial and technical assistance for the acquisition, rehabili- tation, restoration, reuse, demolition, removal, and/or expanded use of existing private properties; design, construction, reconstruction, rehabilitation, acquisition and/or installation of public facilities; promoting and assisting new private development of vacant o underutilized property; preventing and eliminating blighting influences through code enforcement and, as necessary, selective acquisition and clearance or rehabilitation of vacant and/or deteriorated properties; assisting the development of the recreational, residential and commercial potential of the waterfront area; and implementing the City's strategy for waterfront revitali- zation. It is projected that $136,080 of FY 1989 CBBG Entitlement Ponds will be used for improvements to public streets, parks, sidewalks and utilities. -5- EXHIBIT A 7. Garland -state Neighborhood Conservation Proiect To arrest and eliminate blighted and deteriorated housing conditions and to bring about a improvement in the n neighborhood environment in the area generally bounded by Garland, Fern, State, French, and Park Streets by undertaking neighborhood conservation activities involving code enforcement; a property rehabilitation loan program principally for the benefit of low- and moderate -income persons; selective acquisition and clearance of severely deteriorated and/or inappropriately developed properties; relocation assistance to displaced persons and/or businesses; disposition of acquired properties; and improvements to public streets, sidewalks, esplanades, street lighting, parks and recreation areas. Of the City's FY 1989 CDBG Entitlement Funds, approximately $12,030 will fund reconstruction of Wingate Court. 8. Essex -Stillwater Neighborhood Conservation Proiect To arrest and eliminate blighted and deteriorated housing conditions and to bring about an improvement in the neighborhood a ent in the area generally bounded by Essex, Milford,1 95, Stillwater, Maple, Mt. Hope, Parkview and Garland Streets by undertaking neighborhood conservation activities involving code enforcement; a property rehabilitation loan program principally for the benefit Of low- and moderate -income persons; selective acquisition and clearance of severely deteriorated and/or inappropriately developed properties; relocation assistance to displaced persons and/or businesses; disposition of acquired properties; and improvements to public streets, sidewalks, esplanades, street lighting, parks and recreation areas. Of the 'City's FY 1989 COBB Entitlement Funds, approximately $13,000 will fund the first year increment of this multi- year project for sidewalk reconstruction. No funds applied for in this application or reprogrammed for use during the 1989 program year are designated for public service activities. -6-
