request at its regularly scheduled meeting
on April 18, 1989.
No one spoke either in favor of the proposed
change nor in
opposition.
The Planning Board voted five in favor and
none opposed to
recommend to the City Council that the zone
change request
contained in C.O. ¢ 89-160 be approved.

of the City of Bangor dated September 23, 1974, as amended', be
hereby further amended as follows:
By changing a parcel of land located at 52V Hassan Avenue (Tax
Map No. R-34, Parcel No.. 32A) from Residential 5. Zone to Residential
4 Zone. Said parcelcontaining approximately five acres and being
more particularly indicated on .the map attached hereto and made a
part hereof.

Street Hillbrook Partners -
a. Applicant requests final subdivision plan approval of a 20
lot subdivision located Off Outer Essex Street in an Agricul-
turalZone.
b. This proposed subdivision received preliminary subdivision
approval at the Board's March 20, 1989 meeting with. the
condition that that the City Engineer's review and approve the.
road design. At the time of this memorandum the Planning

Office has received revised roadway plans which have been
submitted to the City Engineer's Office.
C. Staff would recommend final plan approval upon satisfactory
review Of the road design by the City Engineer's Office.

City of Bangor
a. Applicant requests final subdivision plan approval for o
four -lot subdivision located between Godfrey Boulevard and
Utah Avenue.
b. This subdivision received preliminary subdivision approval
at the Board's March 20, 1989 meeting.
C, The final plan meets the requirements of the subdivision -
ordinance. There ape no proposed streets or utility extan-
alons. Staff would recommend final plan approval.
,Item No. 62 Zone Change - Musson Avenue - City Of Bangor -
C.C. k 89-160
a. The proposed change is to down zone 5 a of land located
n Hessen Avenue from Residential5 Zone to Residential 4
Zone. Said property being owned by Huscon College.
b. The proposed change is part of a city wide plan to eliminate'
the Residential 5 Zone from the developing areas of the
City.
C. While both R-5 and R-4 Zones one
considered high density
residential zones the R-5 Zone allows a considerably higher
density than R-4. Residential 4 Zones wills theoretically,
allow up to 19 units per acre

Zane allows 23 to 30 units per acre (depending on number of
bedrooms and buildings).
The R-5 Zone has no explicit height limit but uses a floor
area ratio to Control bulk.

d. The Planning Staff has maintained that R -S Zoning is Inapprc-
priatm for the daveloping areas of the city. At this time
the City is reviewing all the existing undeveloped R -S Zones
n the, developing portions of the city and reviewing their
appropriateness. Staff would recommend the Planning Board'
recomend approval of this rezoning proposal to the City
Council.
Item No. Tl Zone Change - Oilman Road - Liberty Group - C.C. a

a. Applicant requests a tone change from Agricultural Zone to
Commercial 2 Zone for approximately 6 acres of land off of
Gilman Road.
b. The Area in question is adjacent to the existing C-2 proper-
ty which the Liberty Group has under contract. The City's
land use
e plan indicates Commercial development for approxi-
mately1,300 feet back from Stillwater Avenue. The proposed
request falls within that area.
C. The proposed Commercial 2 request is consistent with the
City's land use policy and with the existing and proposed.
useseen Stillwater Avenue. Staff would note that prior to
construction the City's sewer line would need to be extend -

Staff would recommend that the Planning Board make a'favor-
able recommendation to the City Council.
Item No. Bi Zone Change - Stillwater Avenue - Stillwater Ave-
nue Ladd Associates - C.O. a 89-166
a. Applicant requests a zone change from Commercial 2 Zone to
Commercial 3 for approximately 23.2 acres
of land off of
Stillwater Avenue and Hogan Road. Thee a in question is
part of the recently approved "Gateway North" subdivision.
b. The City's zoning in this area is
amixture of C-2 and
C-3, presently, C-3 extends from the interstate, north to
the existing mdbtlehome sales lot and includes; Burger
king, Paul's, Shaw's, the car wash, McDonald%, the Casco
Northern building, Maine Square, Bangor Savings Bank, the
Bangor Motor Inn, the Pancake House, etc.. The McBuik.oil
change is the only business in the C-2 Zone at thin time.
The existing C-3 Zoning is located approximately 600 to 700
feet back from Stillwater Avenue.
C. The Mall Area off of Hogan Road and Stillwater Avenue is
zoned Commercial 2 with the exception of the Chrysler dealer-
ship Stillwater Avenue is developing as solely C-2 inning.
Hogan Road (with the exception of the area noted above) Is
zoned Commercial 3.
