You may recall that at an earlier time the City authorized an agreanent with Mr. Zabot to construct a connecting ramp between one of the upper floors of his building and the upper floor of the Columbia Deck. Over the past few abatis, there haw been a number of meetings between City staff, the Public Safety Cremittee and Mr. Zabot and/or his representative. Discussions began with a request fran Neil H. Carter (see attached). As these csnwreations progressed, it was determined that residents could use the Colusiia Street Deck on an off-peak basis, i.e., betaecen 5:00 M and 8:00 an without the necessity for any formal lease or other arrangerents between the, property owner and the City. Such an arrangement was agreed to by the Public Safety Comittee. M. Zabm has recently requested that the City consider leasing at least three, end perhaps more, spaces on a 24 hour per day basis. The City of Bangor has had yearly leases with Casco Northern Bank and Iri4 for a certain nouber of smo s in this Deck for quite a few years. I understa 1, however, that these leases cance abaut in part through the efforts of these groups to participate in underwriting the financing of the parka g deck. Me will, of coarse, haw couplers inforeation available at Monday's Council meeting on the lease arrang®ents Here again, we seen to be presented with a situation in relationship to parking where various dmanls as sell as City objectives are in cospetition with one another. on the one hand, it is clearly the City's policy r0 attmpt to pronate residential develofaaent in the upper floors of rbvntwn buildings. On the other, the Colo his Street Deck is an extrenely popular parking location, and leasing additional spaces on a fulltine basis would result in decreasing the number of turnover spaces available in that Deck. Staff has prepared aoutlining the advantages and disadvantages of this proposal for your revieeww. Me memo is attached to this agenda item. The Public Safety Cmaittee, as noted, has reviewed this request on a Weber of occasions. At its last meeting, it chose to refer this issue to the Council as a whole without providing a eetax endation. Although an Order is attached which would allow the execution of a lease agrement with Mr. Zabot, I would like to point out that the Council should not feel anpsled to take action on this item tonight. To preserve the prosperity of the downtown area of Bangor WPneed to make appropriate u of the upper stories of the buildings. Presently, with the city's requirements at 1 space for every 300 square feet of commercial apses this apaC anceers 15 daytime spaces. Residential usefor the 6 units at the city's requirement of 1.5 spaces per unit would use only 9 spaces or 12 at 2 per apartment, and these mostly at times when the downtown businesses are closed. This request for permission to lease parking spaces is fairly non specific i cognition of the need for sideration and discussion n developing the most beneficial plan for City of Bangor. Listed below are some possibilities: 1. Have the building owner lease spaces on a yearly basis as Casco Northern Bank and 11.11 do Presently. This would guarantee the city the income and desire the tenants of space without special problems. 2. Have the residents lease spaces as they need them obtaining spcial stickerto allow 24 hour and wee Lend parking. This obviously the most c mostent. In most c r s the c will beOffto work daily. Hown eveo, s may work different shifts or may be able to walk to work or they maybe home sick some days. . 3. Have the re si tlents lease 5 5 they need them obtaining special stickersto allow parking from Spm to Sam On normal business J days and on a 24 hour basis on weekends and holidays.It would then beup to the residents to park as per existing regulations between Bam and5pm. This inconvenience may deter some people from renting. The fees for option #2 might be equal to or o a little more than your fees for present permit parking. Hopefullythe fee for option #3 would be minimal. Since this conversion a will actually reduce s of the present downtown parking Pressure� encouraging this type of conversion with low fees seems appropriate. Barrett Series: Leese Request - Colmbia/Eammond Deck The Public Safety Committee has received a request to lease three spaces in the Columbia/Hammond Deck for u e by residential tenants in the adjacent building. 'A number of issues were touched upon at the Public Safety Committee including: 1. City Policy on supporting residential development of vacant upper story space in downtown buildings. 2. City policy on leasing individual parking spaces in public lots. 3, impact of removing specific parking spaces from City parking inventory in parking deficit areas. 4. Equitable charges for leased spaces (versus permit and other first come, first served, parking arrangements). The current status of parking in the Columbia/Hammond Deck is as follows: - COLUMBIA/HAMMOND PARKING DECK USE AREAS TOTAL LEASED* NET AVAILABLE (USE POLICY) SPACES Upper Level 42 15 27 (One Hour) Lower Level 38 11 27 (Permit) TOTAL: 80 26 54 *Current Lease Rate (8/1/88 them 7/31/90) is $42.67/month/spaces. 89-13 As you may recall, the leases were established at the time of the construction of the deck to help pay for it. The difficulty which we have in dealing with such a request in this parking facility is that it creates potential conflicts between what would appear to be logical policies to deal with the issues which surfaced at the Public Safety Meeting individually. For example, it is my understanding that the City has pursued a policy of actually supporting residential re -use re-useof downtown buildings. Secondly, it has been our policy not to lease individual parking spaces in public lots (particularly to dam users) except unusualin circumstances (construction of the deck in the mid - 1970's, the UOAC funded expansion and reconstruction of Abbott Square parking lot in conjunction with the 'Schoolhouse" residential project). Thirdly. the City has been very reluctant to remove spaces from its parking i a inventory in Parking deficit areas as this ane) in order to maximize the use of parking spaces through turnover use. As you can see from the brief table above, the City is being asked to remove three spaces out of twenty-seven turnover spaces in the upper deck, thus denying 5 or 6 potential users of each short- term space parking in this area to accommodate theresidential use.
