Staff has met with State and WCOG staff to review the prospective projects and subsequently selected two projects for applications. One project is the installation of a swage pump -out station on the municipal float. Estimated project coat is $50r000 with the 50% local share coming from the sever fund. The second project is the public access portion of the Waterworks project which has an estimated total project cost of $300,000. By the City Cowmii ofUa all of1hohmr: ORDERED, THAT WHEREAS, the City of Bangor has comas i tt ed itself to the _improvement and redevelopment of its waterfront. WHEREAS, the State Department of Economic and Community Development has indicated that it would entertain an application for monies to support 508 of the cost of waterfront improvements. NOW, THEREFORE, BE IT ORDERED THAT the City Manager be authorized to file two applications to the Maine Department of Economic and Community Development for local action grants for this purpose and to contract with said Department for receipt of such grant monies, if awarded. AND BE IT FURTHER ORDERED THAT the City Manager be authorized to take all the necessary actions to carry out the program as agreed upon by the State Office of Comprehensive Planning including entering into subcontracts to carry out the work program subject to review of final contracts and expenditures by the City Council Finance Committee and subi. act to the City of Bangor share of the cost of the program being limited to 575,000 for both projects. Waterfront Action Grant Program Dear Ms Ruooff: We are writing to indicate our interest in applying for a Waterfront Action Grant in the upcoming 1990 CZM Program. As you know, we have had an on-going s sof planning, design and implementation actions on the Penobscot Riverfront in Bangor. At present, we find a multitude of needs to continua with this process. The office of Comprehensive Planning through the Maine Coastal Program has been very generous inassisting us in our efforts on the waterfront over the years and w would hope to be able to continue along the direction that previous studies and plane have lead u r (We are presently doing a harbor management plan jointly with the Cityof Brewer under a CZM Planning Grant.) At present, we have several potential projects which w would like to discuss with you. Briefly they can be summarized as follows: 1. Final Design. Replacement of Bulkhead This would provide for the final design of the replacement of the timber bulkhead extending from the Waterfront Park to the upper end of the railroad yard, along the properties formerly owned by Irving Oil, Superior Paper, and Cole Energy. The tentative recommendation is to install a sheet -steel bulkhead, Ms Francine Rudloff Page 2 January 12, 1990 having a total length of approximately eleven hundred feet and a rage height of approximately thirty feet above the river bottom. The purpose of the project would be to stabilize the severe erosion which i c Presently occurring, and to make the adjacent property citable for redevelopment as part of our Waterfront Plan. The total estimated cast of the final design, including test borings and other survey work, is approximately $50,000.00. 2. ExIension of Dinghy Float and Installation of Share Power Sf ations This project was submitted last year, but w not approved. The purpose is to provide more capacity for dinghies, required by the ever increasing number of boats using the river, and to provide better facilities for visiting boaters. Total estimated cost is 810,000.00. 3. Provide Sewage Pump -out Station Municipal Float This is a project that we believe will soon be required in most a where a significant number of boats are moored, and would provide for the installation of a Sewage Pump -out Station at the float to accept the discharge of sewage from Boats, from which point it would be pumped into the city sewer system. The total estimated cast i not known, but is estimated to he less than 850,000.00. The local share could possibly be funded out of the City's Sewer Fund. 4. Construct Public Access, Waterworks It has been proposed by the tentative developers of the Waterworks property that the City develop a park and public a at the upper end of the site, including the gatehouse and the c ecting walkways. Coupled with that development, we feel that the existing Deane Pump located within the building should be cosmetically restored, since s it i of historical significance to the community. v Wewouldestimate that this project could cost 4300,00n.00. 5. install Historic Plaques on the Waterfront This project would provide for the installation of Historic Plaques along the walkways leading from the central business district to the waterfront, describing Ms. Francine Rudoff Page 3 January 12, 1990 the history of various locations, and the geography of the river. This project would cast approxlmately $25,000.00. We woullike to meet with you and discuss these projects further tsee if you could provide us with direction as to what might make the most sense for us to include in a application or applications for Waterfront Action Grant funding..
