Item/Subject: Revised Employee Performance Evaluation System
Responsible Department: Executive/PeISOnnel
Commentary: '
One of the recommendations that resulted from the Job
Classification Study completed by Waggoner, Irwin, Scheele and
Associates in June, 1989 was the need to revise the City's employee
valuation process and to incorporate appropriate merit principles.
During the past several months, an effort to prepare a new evaluation
system has been underway. .
The result of that effort w a new Performance Evaluation
Manual including an Evaluation Training Manual, performance evaluation
forms and procedures and the development of performance standards.
The intent of the new process is to assist in the improvement of job
performancethroughsystematic evaluations of employees' work, .
and to link certain performance standards to financial rewards.
Throughout the preparation of this document, input from many
levels of the organization has been encouraged and incorporated.
Review meetings have been held with the Council Sub Committee, Depart-
ment Director, employee representatives Of City Departments and
Personnel staff. To the extent possible, comments and suggestions
have been included in the document.
The Council Order would authorize that merit increases would
be retroactive to July 1, 1989, the date at which all employee
increases were placed on hold pending the completion and adoption of
this new system. Further, it is required that all Supervisors rec-
eive training regarding the new evaluation process prior to any
evaluation actually occurring. Appropriate training has been ten-
tatively scheduled through the University of Maine Bureau of Public
Administration and will comments after council adoption of the
Performance Evaluation System.
