HomeMy WebLinkAbout1990-01-22 90-60 ORDERwunui Ammo 90-60 Item/Subject: Revised Employee Performance Evaluation System Responsible Department: Executive/PeISOnnel Commentary: ' One of the recommendations that resulted from the Job Classification Study completed by Waggoner, Irwin, Scheele and Associates in June, 1989 was the need to revise the City's employee valuation process and to incorporate appropriate merit principles. During the past several months, an effort to prepare a new evaluation system has been underway. . The result of that effort w a new Performance Evaluation Manual including an Evaluation Training Manual, performance evaluation forms and procedures and the development of performance standards. The intent of the new process is to assist in the improvement of job performancethroughsystematic evaluations of employees' work, . and to link certain performance standards to financial rewards. Throughout the preparation of this document, input from many levels of the organization has been encouraged and incorporated. Review meetings have been held with the Council Sub Committee, Depart- ment Director, employee representatives Of City Departments and Personnel staff. To the extent possible, comments and suggestions have been included in the document. The Council Order would authorize that merit increases would be retroactive to July 1, 1989, the date at which all employee increases were placed on hold pending the completion and adoption of this new system. Further, it is required that all Supervisors rec- eive training regarding the new evaluation process prior to any evaluation actually occurring. Authorizing the City Manager to Implement a Revised Employee Performance Evaluation System By va City Council of Lbs City of Bangor: ORDERED, THAT WHEREAS, The City Council in June, 1989 accepted the Job Classification final report prepared by the Consulting firm of Waggoner, Irwin, Scheele and Associates, Inc.: and WHEREAS, The Final Report recommended that the City of Bangor revise the existing employee evaluation system and implement a Performance Evaluation System that includes merit performance principles; and WHEREAS, A Performance Evaluation System has been prepared consisting of an evaluation training manual, performance evaluation forms and procedures and appropriate standards; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT, the Performance Evaluation System prepared by the Personnel Department and dated January 1990, copies of which have been provided to the City Council and are on file in the Personnel Department, is hereby accepted. BE IT FURTHER ORDERED, THAT The City Manager shall authorizeappropriate training for all supervisors who will be evaluating employees in accordance with the new evaluation system. BE IT FURTHER. ORDERED, THAT: Employees who have had their merit (step).i s delayed since. July 1, 1989 pending the preparation and acceptance of the new evaluation system shall have the opportunity to receive a merit increase retroactive to their anniversary date following the completion of a performance evaluation.
