Commentary:
The Maine Department of Economic and Community Development
(DECD) is legislated to implement $28 million in grant awards
designated for municipalities in the Jobs Creation Bond Package
that will be voted on by Maine citizens on June 9, 1992.
Applications are due by May 29th.
The staff is developing 6 potential applications, all of
which will require matching local funds to be competitive. The
potential projects are (1) the Mogan Road Fire Station, (2)
Police Station improvements, (3) Maine Business Enterprise Park
infrastructure, (4) Civic Center and Auditorium heating and
ventilation system improvements and Auditorium seating, (5)
Public Works complex improvements, and (6) re ovation of 3
buildings at EIA for cargo and enterprise center u
Preliminary descriptions and cost estimates for each potential
Project area attached.
These proposed projects were reviewed by the Community 6
Economic Development Comdttee at its May 18th meeting and will
be reviewed in full with the City Council at the May 27th
meeting.

MT WHEREAS, the Maine Department of Economic and Community
Development (DECD) is legislated to implement $28 million in grant
awards designated for municipalities in the Jobs Creation Bond
Package that will be voted on by Maine citizens on June 9, 1992; and
WHEREAS, DECD is currently soliciting applications from
municipalities prior to the primary and referendum vote with an
application deadline of May 29, 1992; and
"A WHEREAS, Jobs Bond funds, if approved by referendum,
will be available to Maine communities for municipal infrastructure
capital improvements;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF
THE CITY OF BANGOR THAT, the City Manager is hereby authorized to
prepare and submit Jobs Creation Bend Applications to the Maine
Department of Economic and Community Development for the following

Subject: Jobs Bond Projects
The following are descriptions and coat estimates for improvements
o the existing Public Works facilities and the existing Police Station,
which may be submitted for funding under the proposed Jobs Bond Referendum.
It should be noted that these estimates and descriptions of work are
extremely preliminary at this point, and will require considerable
refinement should the projects Be undertaken.
I. Improvements ro the Public Works Complex This project would
provide a umber of key improvemeate t0 the Overall Public Works facility,.
including additional storage at the existing Public Works building, an
additional salt shed building, a recycling processing facility, security
fencing, and cleanup of the property along Union Street. as follows:
1. Onion Street cleanup - includes demolition of two existing
storage structures, removal of pavement and concrete, grading, looming
and seeding. $90,0000
2. Expansion to existing Public Works building - This is to
provide cold storage formerly provided by existing buildings on Union
Street. $150,000.
3. New salt shed - This may Be eligible for partial reimbursement
from the State in four or five years. $100,000.
6. Recycling facility - This would be for remodelling the existing
separate portion of the Equipment Storage building facing Maine Avenue,
and would also involve construction of a 25 -foot long addition to provide
additional space for handling and processing recyclables. The purchase
of a baler is also included. $136.000.
5. Additional security fencing - This is for additional fencing
to secure stock in the Public Warks compound aM to separate the various
materials. $33,000.
6. Additional equipment storage - This is for the construction
of a pole barn type storage structure equipped with engine block heaters.
This would allow all of the plowing equipment to be stared under cover
which would improve starting reliability, etc. during the wintertime,
and would be located in the Public Works complex. $90,OOo.
Subtotal: $599.000. Plus Engineering 6 Contingency

11. Pollee Station Renovations. This project wouldovYd2 277
additional interior and �Btructural renovations to the existing
building, Improveenergy efficiency, enhance the exterior appearance
of the building, provide considerably improved parking facilities
behind the Station.
1. Construct interior renovations and make structural repairs
to the garage area. $30,000.
2. Sand blast exterior and refinish with penetrating concrete
stain - This would provideauniform color o the building exterior
and greatly enhance overall appearance. $55,000.
3. Replace exterior windows with new energy efficient units.
$65,000.
4. Construct fireproofing protection between adjacent levels.
$15,000.
S. Insulate roof. $15,000.
6. Sound proof I ventilation for shooting range. $5.000.
7. Modifications to heating system - This would Include rezoning
for better control and efficiency, plus some upgrade work to existing
boiler. $25,000. -
8. Repair existing retaining wall along Court Street, $10.000.
9. Replace nine existing overhead exterior doors. $40,000.
10. Construct exterior elevator from parking lot behind Police
Station to access all floors. $90,000.
11. Reconstruct existing parking lot behind Police Station -
This would also include Some improvements which would r existing
overhead access doors from the front of the small Parks aandSRecreation
storage building and relocate them to the back aide of the building, and
construct additional perking behind this building for Parks and Recreation
vehicles. This would allow additional general parking spaces to be
created in the area to the front and aide of this building. $60,000.
Subtotal: $420.000. Plus Engineering 6 Contingency

Maine Business Enterprise Park
Prosect Description
The Maine Business Enterprise Park will be an upscale business
and professional park in a natural or campus -like setting on 69.9
acres in the Bangor International Airport complex. It will
contain 18 iota on which firma will be able to construct 1-2
story office type buildings. Strict covenants will control both
the operation and appearance of the site Bud buildings.
This project represents a reuse of land located between Mazzoni
St., the University of Wain University College, and the airport
runway, including land on both sides of Wain Ave. It includes
two parcels owned and used by the University of Wain System.
There are approximately 16 two story frame structures remaining
which will be removed. The project also includes the buildings
and parking lot associated with the general aviation functions of
the airport and related activities on the westerly side of Wain
Ave. This area will also have one building removed and have the
parking lot reorganised to enhance its appearance and provide 3
lots as part of the business park.
Lots ranging from 1.3 to 5.6 acres will be leased to business's
involved in professional, light manufacturing and limited
warehousing operations. Examples of such operations would be
insurance companies, professional offices, computer software,
publishing, bank operations centers, mail order companies,
laboratories and research and development operations. Retail
uses, manufacturing, and heavy warehousing will not be
Permitted.
Mew utility services will be provided throughout the Park and to
each lot. Water, sanitary sewer, and storm water drainage
services will be installed to replace outdated systems. All of
the existing overhead utility poles will be removed and replaced
by a single overhead distribution line. Individual service to
each lot will be underground. New street lighting with
underground service will be provided.

Cargo Building - enterprise Center -
FAA Office Building Renovation
This project consists of the renovation of three buildings in the
Bangor International Airport Complex. The buildings, #253, #271,
and #96, are all farmer military buildings that have been put to
various uses since the closing of Dow Air Force Base.
Building #253, a former fire station, is currently being used for
airport ramp maintenance functions. This project would renovate
the building for use as an air cargo center and Foreign Trade
Zone operation. The renovation would include relocation of
existing ramp maintenance equipment, updating of the building's
systems, removing some mom partitions, and installing a truck
dock.
Building #271, the former electronics shop, is currently used as
the Enterprise Center, an incubator for small companies, and the
Foreign Trade Zone operation. This project would relocate the
Foreign Trade Zone to Building #253 and expand the Enterprise
Center to the entire building. The renovation would include
updating of the building's systems, installing area partitions,
and constructing a "shared -use" reception and clerical area.
Building #96 was most recently used as a headquarters for Bar
Harbor Airlines. This project would renovate the building for
use by the Federal Aviation Administration, which currently rents
space in the General Aviation Terminal Building. Raving the FAA
to Building #96 would provide additional office space the FAA has
requested insuring its continued presence in Bangor, as well as
enable the future renovation of the General Aviation Terminal
Building. The renovation would include updating of the
building's systema, removing asbestos, replacing all windows,
installing air conditioning, and reconstructing office space.

The airport reserve fund will assume one-half of the cost,
$312,500, with the Jobs Bond Fund the other half.
