Collins, Conlow, Emery, and Martin Chair Nealley called the meeting to order at 5:16p.m. CONSENT AGENDA 1. Community Development Residential Rehabilitation Loan – 125 Ohio Street - Councilor Tremble moved consent agenda item as presented by staff, Councilor Davitt seconded. Vote unless doubted, no doubt. REGULAR AGENDA 2. Commission on Cultural Development Grant Recommendations a. Bangor Celtic Crossroads to Support their 2018 Festival - Councilor Davitt had a conflict of interest, and excused herself. Councilor Tremble acknowledged the conflict of interest, and was seconded by Councilor Nichols. Vote unless doubted, no doubt. Councilor Nichols moved regular agenda item as presented by staff, Councilor Graham seconded. Vote unless doubted, no doubt. Councilor Davitt returned to the meeting. b. Peace and Justice Center of Eastern Maine to Support their Civil Rights Mural Series - Councilor Tremble moved regular agenda item as presented by staff, Councilor Nichols seconded. Vote unless doubted, no doubt. c. Penobscot Theatre Company to Support their Production and the Maine Premiere of Ugly Lies The Bone - Councilor Nichols moved regular agenda item as presented by staff, Councilor Tremble seconded. Vote unless doubted, no doubt. d. Downtown Bangor Partnership Beautification Committee to Support its Downtown Wheat paste Mural Project - Councilor Nichols moved regular agenda item as presented by staff, Councilor Davitt seconded. Vote unless doubted, no doubt. 3. REFERRAL ORDINANCE 18-063 Amending Chapter 260, Signs, Regarding the Size of Signs in the Waterfront Development District - Councilor Nichols moved staff recommendation to Amend Chapter 260, Signs, and Regarding the Size of signs in the Waterfront Development District. Councilor Tremble seconded. Vote unless doubted. No doubt. Councilor Graham requested a WFC sign update. 4. REFERRAL ORDINANCE 18-064 Amending Chapter 165, Land Development Code, Section 165-72, by Removing the Requirements that Neighborhood Service District Parcels be Previously Established in Order to Benefit from Relaxed Parking Restrictions - Councilor Nichols moved staff recommendation to Amend Chapter 165, Land Development Code, Section 165-72, by Removing the Requirements that Neighborhood Service District Parcels be Previously Established in Order to Benefit from Relaxed Parking Restrictions. Councilor Davitt seconded. Vote unless doubted. No doubt. 5. REFERRAL ORDINANCE 18-065 Amending Chapter 223, Property Maintenance, of the Code of the City of Bangor, Regarding the City Process for Demolishing Buildings - Councilor Nichols moved staff recommendation to Amend Chapter 223, Property Maintenance, of the Code of the City of Bangor, Regarding the City Process for Demolishing Buildings. Councilor Davitt seconded. Vote unless doubted. No doubt. 6. Discussion of Process Improvements - This is a living document and will be updated regularly – Councilor Graham. 7.
