Convened at 5 : 05 p.m.
1. Executive Session - Hardship Abatement Request (Legal)
Sean Baker, 114 Garland Street, Bangor, ME
Abatement granted for 1997 and 1998 the Committee and also
directed the Finance Director to contact the bank and find out
whether or not arrangements can be made in terms of the escrow
account so that they will allow the payments to be reduced.
2 . Approval of Municipal Quitclaim Deed (Legal)
Property located at 1180 and 1190 Essex Street is changing hands .
In the process of doing the title work, a 1937 tax collector's
• deed was discovered which was unreleased at the registry. There
is no reason to believe that the tax wasn't paid and, if not, it
has been forgiven. It is requested that the City issue a
quitclaim deed and waive the $70 administrative fee. Approved.
3 . Bids :
a. Loam Contract (Public Services Department)
M.E. Hewes & Sons of Carmel ( $6 . 80 per cubic yard)
Annual contract for the City's requirements for various
projects throughout the construction season. The
recommendation is to go to M.E. Hewes & Sons, the low
bidder, at $6 . 80 per yard. This is about the same as last
year, but Hewes will probably run out of loam fairly
quickly. Staff will then have to go with the next low
bidder. Staff has used two to three suppliers in the past.
Approved recommendation.
b. Gravel, Sand & Screen Plant Rental (Public Services
Department) Robert Wardwell & Sons Inc . of Bucksport
($20,500 . 00)
This is the sand needed for winter. Staff rents a shaker
screen from one of the local contractors and either the City
or the contractor loads the material and produces the sand,
agravel, and bi-products . This year the contractor will
provide the screen, front-end loader and do the trucking to
public works . Approved recommendation.
4 . Purchase of Recycling Vehicle (Motor Pool)
Last year staff talked about the need to replace the recycling
411 vehicle. Rather than immediately proceeding, time was taken to
evaluate how to proceed. At this point, staff has recommended
that the City buy a trailer and truck combination similar to the
one we have now, which would run $35,000-$40, 000, rather than
spending $85 , 000-$125, 000 for a recycling vehicle. Approved
recommendation.
5 . Resolve 97-338 Transferring $5, 000 from Adopt-A-Park Funds to
4830 for 1997-98 Fiscal Year Projects .
This would appropriate $5, 000 from the trust account so that Dale
Theriault can expend the money throughout the year as the need
arises for City parks . Approved recommendation.
6 . Council Order Authorizing Carry Forward of Funds to FY1998 --
Cemetery Expansion and Contribution to the Maine School for the
Arts .
This is for permission to carry forward funds that were
appropriated last year:
a. $15, 000 was appropriated to expand Pine Grove Cemetery by
adding 100 graves . The work was not completed prior to the end
of the fiscal year, and staff would like to carry this money
forward and complete the work this summer.
b. $80, 010 .58 was appropriated as a contribution to the Maine
School for the Arts . This was in the Operating Budget and this
order will allow the City to carry these funds forward while
continuing to work with Daryl Rhodes .
Approved.
7 . Request for Support from the Committee with Regard to Lt.
McKinney of the Police Department.
Lt. McKinney has been appointed the head of the MDEA. He is
within 9 months of retiring. Chief Harriman and Edward Barrett
are proposing that, similar to what has been done in the past, we
lend Lt. McKinney to MDEA. The City would be reimbursed by the
State for his salary and benefits through the 9 month period,
which ends in March of 1998, at which time he would retire and
transition to the State payroll. Committee agreed. There will
be an order on the Council Agenda.
