Recycling Committee Meeting
March 26, 97
Members Present:
Arthur Stockus, Jerry Hughes, Bill Shook, Marilyn Ireland, Jim Rine Ray Buldoc
Call To Order: Jim Ring chaired the committee meeting and called the meeting to order at 5:30
PM.
Minute Approval:
The minutes from the February 26th meeting were approved as written and will be placed on file.
Recycling Reports:
Arthur Stockus explained that February figures revealed that Bangor Curbside Collection
totaled 57.5 tons for the month of February and that revenues received for sale of materials in
February totaled $11,862. Market prices for recyclables were Cardboard- $41. News- $26. and
Office Paper- $66. Receipts to date for recyclables total $54,472.45 or 77% of anticipated budget
revenues. Avoided costs year to date total $35,000. Presently, $126,000 have been spent in
operating costs. The outlook for revenues received for recyclables appears to be favorable. Prices
for newsprint have been stable for approximately two years. Cardboard Office Paper. and Plastic
prices have increased in recent months.
Arthur further explained that a bill before the lemslature, LD 1282. An Act to Require the
Department of Environmental Protection to Market Recyclables is available for committee
members to review. Jerry Hughes will be sending copies to members in advance of the next
meeting.
Hazardous Waste Cleanup Day
Committee members agreed that before Hazardous Waste Cleanup procedures could be
presented to the council, more preparation and planning is needed. Costs associated with a
Hazardous Waste Cleanup day are presently not funded. The committee generally feels that a paint
collection day could be considered and that a motor oil collection day is also a possibility. Victoria
Justus from the University of Maine has expertise in this field and will be consulted to assist us
with any proposal that is presented to the council.
Spring Cleanup
Arthur Stockus outlined the procedures for Spring Cleanup and explained that collection at
curbside would consist of white goods, i.e., washers, dryers, stoves, dishwashers, water heaters
and yard! garden waste. A Drop off area for Brown Goods and Bulky Waste will be provided at
Public Works. Informational door knockers that provide specific instructions for curbside and drop
off will be placed in homes well in advance of the starting date for Spring Cleanup. Advertising
through several media sources will also be used to inform the public.

Biweekly Recycling Collection:
The;committee recommended that a survey be conducted to determine how often bins are
placed at the curb for collection. The survey should also address recycling volumes. The survey
could be a random type, conducted by telephone, or the survey could be included in the next
recycling news letter.
