HomeMy WebLinkAbout1997-08-27 Recycling Committee Minutes • 6/7 Recycle Committee Meeting August 27, 1997 Members Present: Jim Ring, Arthur Stockus, Dick Stockford, Kathy Guerin, Marilyn Ireland, Ray Bolduc, Bill Phillips, Alan Kochis, Jerry Hughes. Meeting Called To Order: Jim Rina called the meeting to order at 5:30 PM Minutes: A motion to accept the minutes from the July 30, 1997 meeting was presented by Dick Stockford and seconded by Kathy Guerin. The committee accepted the minutes as written. Recycling Report: Arthur reported that approximately 100 tons of Bangor Recyclables were processed during the month of July and that 16% of anticipated fiscal year revenues were received. Arthur further explained that avoided costs, i.e. tipping fees have increased $4.00 per ton during this quarter. Operating costs for the Recycling Center totaled $21,000 for July 1997. Kathy Guerin provided committee members with recycling _graphs that detailed market trends for a five year period and ' offered the following recycling update. This month market prices for newspaper are above a four year average. Cardboard prices have risen dramatically this month. Present prices for cardboard range between $90 and S100 per ton. Plastic remains stable with prices in the $400 range. Kathy is working much closer with the North East Recovery Association of NewHampshire and is presently investigated the possibility of using different markets for metals and textiles. Membership fees for the Maine Resource Recovery Association will increase this year to $200. Household Hazardous Waste Cleanup Day: The discussion on Hazardous Waste continued from previous meetings. Dick Stockford outlined the main points of the proposal paper that was prepared by Dick and Victoria Justus. Committee members agreed with the intent of the proposal paper. Bill Philips presented a motion to pursue the possibility of conducting a limited Hazardous Waste Collection Day that would consist of collecting paints and motor oil. The motion was seconded by Kathy Guerin and unanimously approved by committee members. Jim Ring suggested that Councilor Aube be • briefed on the Hazardous Waste Collection Day progress and will be contacting councilor Aube in the near future. Kathy Guerin mentioned that Lewiston will be conducting a Hazardous Waste Cleanup Day during the month of September and suggested that a member of the recycling committee should visit Lewiston on the collection day. Kathy will be informing the recycling staff as to the date and time. Bi weekly Curbside Collection- Decision Paper Dick Stockford presented the committee with a decision paper that reflected the views of the recycling, Staff and the Director of Operations and Maintenance, Arthur Stockus. The decision paper emphasized that the recent recycling survey revealed no overwhelming evidence from the public to change recycling curbside collection to a biweekly basis. Bill Philips presented a motion to maintain the present weekly collection system, to educate the public to place only full recycling bins at the curb, and to promote the recycling, drop off area. The motion was seconded by Kathy Guerin and was unanimously passed by committee members. Recycling Education: There was no discussion regarding Recycling Education.
