Rosalyn Spear, a Mt. Hope Avenue resident, spoke in favor of the proposed change. Lawrence Ventura, Superintendent of Bangor Mental Health. Institute, spoke in opposition. Fred Boyce expressed concern as to whether or not the proposed zone change would prohibit use of the newly created pathways constructed on the BMHI Campus. Amending Lana Development Code Portion of 656 State St. Excerpt from Staff Memorandum for November 1, 1994 Planning Board Meeting PUBLIC HEARINGS Item No. 2: Zone Change - Portion of 656 State Street - City of Bangor - C.O. # 94-455 a. General Description. The Bangor City Council has asked the Staff to prepare a zone change amendment for the area west of the existing BMHI Campus between Mt. Hope Avenue and State Street (this is approximately a 32 acre parcel). All of this area is presently vacant and is under State ownership. Development north, west and south of the area is predominantly residential in nature. The abutting zoning on the westerly boundary of this parcel, which is also an extensive vacant area, is presently Low Density Residential, also. (URD -1.) b. Land Use and Zoning Policy. The Land Use Policy, as has been recently discussed at several Planning Board meetings, proposes this area for Low Density Residential use. The Zoning Policy Map for the area was recently amended by the Bangor City Council under Council Ordinance No. 94-447 to reflect Low Density Residential use as well. (The Planning Board held a public hearing on that Comprehensive Plan amendment at its meeting an October 4th.) C. Urban Services. The area in question is surrounded by a full range of City services and is within the Primary Service Area. d. Existing Conditions. The parcel in question is undeveloped and along with the undeveloped area to the west in the interior of the Mt. Hope Avenue, Howard Street and Garland Street block creates an extensive island of undeveloped land surrounded by single-family residential uses. (There is a television station on Mt. Hope Avenue which abuts this undeveloped area as well as a small church.) The City has always maintained a policy position that the area included n this parcel and the area west of it would eventually be developed for residential use. The BNEI Campus in recent years has been expanded to include a number of other uses beyond the BMHI function itself including recent construction of the veteran's Home and the reuse of existing buildings for various State office uses. The City Council and residents of the area have expressed concern about further expansion of the BMHZ Campus to the west into the residential neighborhood. e. Recommendation. The proposed zone change meets the threshold requirement for approval as it is consistent with the City's Land Use Policy in the area as well as the zoning policy as amended by the Council on October 12th. The Low Density Residential District would provide for some flexibility in developing the area for housing as there are a number of conditional use housing types available under this zoning district, while keeping the densities at a level consistent with the URD -1 zoning to the west and the existing development in the area. Since the zone change request is in keeping with the City's Comprehensive Plan and development policies for this area, Staff would recommend that the Planning Board recommend the zone change to the City Council. ® G&ISD TO LDR n L URD -1 URD -1. n
