FINANCE COMMITTEE MINUTES
December 18, 2017

1. Consent Agenda
a. Workout Agreement – Harnish – 31 I Street
Motion made and seconded to approve consent agenda. Motion passed unanimously
2. Bids/Purchasing
a. Exit Stairs – Sewer Maintenance – Dunbar & Brawn - $49,300
Staff reviewed the value engineering that occurred after the initial bid opening due to
the bids exceeding the established budget. Staff explained that the project was to
install a set of steps for a secondary means of egress to allow for the use of the second
story within the building. Motion was made and seconded to award the contract to
Dunbar & Brawn, motion passed unanimously.
b. Request to Waive Bid Process – Traffic Detection Broadway/Falvey – Highway Tech -
$11,160
This purchase is recommended to update the detection equipment at this intersection.
The current equipment is timed to allow a left turn into Falvey always, regardless if
there is a queue waiting. This equipment would engage the left turn signal only when
vehicles are waiting to turn left at this intersection. Motion was made and seconded to
approve the purchase from Highway Tech, motion passed unanimously.
c. Request to Piggyback on State Contract – Magic (rock salt additive) – Public Works –
Innovative Surface Solutions
This request is to change the liquid that is added to rock salt to allow it to be more
effective below 20 degrees. This product is used throughout the State and tends to be
less corrosive. Staff is requesting approval to test this solution this year to compare
results. Motion made and seconded to approve the request, motion passed
unanimously.
3. Resolve, Appropriating $11,160 in Broadway Traffic Improvement Funds for
Purchase of Traffic Detection Equipment at Broadway and Falvey Street
This resolve would provide the funding for the traffic equipment approved under the bid
section. This project was not anticipated and therefore no funding was available. It
would appropriate funds that were deposited with the City by developers for Broadway
traffic improvements. Motion was made and seconded to recommend passage to the
City Council, motion passed unanimously.
4. Resolve, Accepting and Appropriating FTA Grant and Town of Hampden Funds
for Bus Rehabilitation
During the FY 2018 budget process, the capital plan was revised to redirect grant funds
from mid life rehabs to new busses as well as the final end of life rehab. During that
same time, the recommendation was made that the fourth bus was allocated to
Hampden, who agreed to the local share of the acquisition. The attached resolve will
finalize the appropriations for both the federal and local shares of the last end of life bus
5. Request to Write off Taxes – 38 Colonial Pines Mobile Home Park
This mobile home is no longer on-site, the request is to write off approximately $22 of
unpaid real estate taxes. Motion made and seconded to approve write-off, motion
passed unanimously.
6. Request to Take Possession of and Sell Multiple Properties – 1434 Ohio Street
This item was tabled.
7. Discussion of Tax Acquired Property Process
Staff reviewed the process to date for addressing the disposition of tax acquired
properties as well as the implications of the “cloud” on the title when properties are
conveyed by the City via a municipal quitclaim deed. Staff also shared planned changes
to the process to address concerns and comments to date including; adding the goal for
these properties to the website, creating a separate registration form, creating a distinct
bid document for these properties and highlighting the properties on the website. It
was noted, that as the City continues this process, it is likely that additional changes
may need to be made.
8. City Assessor Update
The City Assessor reviewed the breakdown of taxable and tax exempt properties for
both real estate and personal properties. The information was further delineated by the
types of exemption in place.
