Mutual Aid Agreement with Orono Fire Department This is a renewal of the existing agreement with the some terms and conditions. This is done on a pe o&cschedulebycommunitiese steffrxonuneMsapproval. CNefCanumackcoimnerded to the Committee that the Penobscot Chiefs ere trying to put together a Penobscot Countywide mutual aid agreement to deal with all the towns m one time. It is approximately 2 to 3 months away from being in place. Approved. L Key Tock Bos Ordinance The Key Lock Box Ordinance would apply to new commercial buildings and those renovated and would require that they have a lockbox on them so that the Fhe Department can get access to them after hours. The current system is not a very efficient system and the Chief would Lire to see one system with one key to make d more e6cieot The cost for one box is $159. The cost would be to the owner ofthe business. This ham will be on fm&at reading. 3. Thecostisapproximstely$10to$15and could be recovered through the building permit process by including the cost of any required signs imothepemtitfees. This issue wRIbe on for fust reading and than come back for comment. 4. City Nursing Facility Assessment and Update Dan Goss updated the Comande on the City Nursing Facility Assessment which was done by Carpenter Associates to take a halt at the physical addition of the building. That assessment said that there is a need to expend approdmately $2 million over the net 8 to 10 years to bring that budding up town acceptable level ofutiliution for its interim systems. Theeswimofthe building, wells, basic flooring, stnsetur, roof are all in excellent shape. It is a building that is unity 35 years old, designed to go 75 or 100 years. The problem is the systems; heating, ventilating, do., are a 35 years old and to a large degree they have passed their usegd He, Alot oftlsem haw faded and are simply not Cinchonine my longer. Staff is recluesting that the Comntinee take a look t the heating, ventilating and air conditioning compounds out of the facility assessment. Together they are estimated to cost approximately $400,000 for the anginewing and the dostructionwork. TheleadtimeontNskindofprojectis8-10=. Theworkmnonlybe donewiththeheatingplantistumedoff. Thdoisawindowoftimebehveenthefirstoflunew the first of September to do the work Ifthis is to be ready to begin next lune 1, the engineering work needs to begin by September or the first of October. It this action is not taken soma, eventually the use of the budding will be lost. The crucial areas of immediate problems should be addressed. Staffrecommmis going ahead whh the engineering so tint some of the work can be done next[ year to address some of the interior problems. Councilor Tyler asked what the engineering will ma. Don Goss explained that Carpenter Associates included the estimate for engineering in their total construction uction and engineering cost eawate in the facility assessment and has not asked for a breakdown of maw, Councilor Tyler asked about the atatua ofthe $398,000 funding. Don explained that a year ago, the Council malsoemd$425,000 to be used for the Nursing Facility renovations and for residential care unit construction. To date approtmately $25,000 of that bas been expended. Some of the facility assessment stems were included in the $425,000. At this pow there is not a plan for the residential care construction work or any, specific use of that $400,000 except w it relates to the facility assessment. Committee membem voiced their concerns and questions regarding the folds of the facility and how the building will beused. Staff asked for guidance as to whether the Commit= recommends the engineering. The Committee asked that staff man back with the rust of the engineering ne ded. Don Goss explained that St. Joseph's application for a skilled unit is AM going through the system. Don believes Bangor Nursing has been an approved for the residential car, but it bas to be reviewed by the nursing facility side ofD98 because there are going to be cons that change and while it is ad DHS, the residential care pocket doeaft wad to pay for any of the nursing home pockets costs and vice versa. Councilor Aube asked if the Nursing Facility were denied the certificate of need? Don explained that technically a certificate of wed was never applied for. With the weal application, City Nursing was told verbally that the eras were higher than DHS wanted to pay for residential care. They asked the City to adjust staffing and bring the costs down. DHS was given an adjusted application so that the facility was using PCA's for the primary Dare staff people instead ofCNA's. DHS responded that it looked good and than passed theapplicarmovertotheuusingside Councilor Crowley asked what the relationship was between St Joseph's project and cors? Ed explained that ifthey get the certificate of need that they have applied for, that will shiner the City's occupancy rate and affect cid financial condition 40%ofthe skilled admissions come fiom St. Joseph's.
