MINUTES

1. Citv Event or ACtivity Entrance Fee Policv
This policy is being established to provide adequate control over
access to events and activities in the city. City employees and
Councilors will be treated the same as the general public with
the following exceptions: representing the City in a ceremonial
way, if you are a participant in an event, access to fairgrounds
during the fair to inspect the grounds, to participate in
publicity events, or to volunteer at other events, activities or
events sponsored or co-sponsored by the City where the Council
has authorized the waiver,
vents where employees are scheduled
to work a regular part of their job duties, also for police
and fire extra duty assignments, events or activities which are
offered as a recognition to employees through the employee
performance award or service recognition program, or as an
incentive for participation in the annual combined charitable
campaign, and events or activities where employees' admission is
paid by a thirdparty. The Committee recommended approval of the
policy, and it will be forwarded to the full Council at their
upcoming meeting.
2. Continuonnel Rules and
Reaulat'ona.
A. Bob Farrar presented additional information that the
Committee asked for with respect to providing the fifth week of
vacation. Cost of the additional week: $52,000 - cost is already
built into the annual budget. Now many of these employees would
need to be replaced or would their absence cause an overtime
situation? Based on employees listed, $9,400 total (General
Fundi 13 positions would require a replacement or some overtime)
(Enterprise Funds: 15 positions would need to be either fully
replaced or partially replaced). These numbers are flexible. The
Committee took no formal action on the vacation issue.
B. The Committee reviewed a revised proposal for compensatory
time for exempt employees. The new proposal would allow for 20
hours of compensatory time to be accrued which could not be used
any more than one day at a time. It could be used in less than
one day increments. The Committee members preferred this approach
versus the original proposal, but there were still reservations
about the concept.
C. The Committee reviewed the written employee comments that had
been solicited and received when the final draft was distributed.
Many of the suggestions had been incorporated into the revised
draft while several did not receive favorable committee reaction.
The Committee requested that those comments/suggestions receiving
favorable response be incorporated into the revised document.
once through with Committee review, Farrar will incorporate all
changes that have been made, suggestions to date and have a full
Council Workshop (employees will attend). Following that
Workshop Session, the item will go to the full Council for
consideration.
