ITEM 41 - I-95 Crossing - Meadowbrook Sewer
City Engineer John Frawley briefed the committee on a
proposal from Instituform to place an B" sanitary sewer pipe
e
within an existing 24" r
r which crosses I-95 near Stillwater
Avenue and serves to carry storm andsanitary water from the
Meadowbrook bog. This will allow us to meet our
consent agreement
with the State and eliminate the storm water from the bog which
currently goes into our system. Storm water will be carried by
the old system to the Kenduskeag stream while sanitary water will
be carried in the new Meadowbrook sewer to the Kenduskeag interceptor.
The process to be used to place the pipe is proprietary
and Instituform is a sole -source provider. The cost is estimated
at $87,240 which compares to approximately $200,000 for conventional
pipe jacking techniques.
It was moved and seconded that the committee recommend to
the Council approval of an Order authorizing a contractiwith
Instltuform for this project. The motion was approved without
objection.
ITEM q2 - Surface Water Problem.- 244 Birch Street
John Frawley briefed the committee on surface water problems
at 244 Birch. (Elaine Sharp) Water is pooling in the backyard of
this residence and entering the basement through basement windows.
While sewer separation has occurred in this area, construction was
not on this property but on the other side of the neighboring
residence. The old line which runs through the property at 244
Birch was relined and i storm a John Frawley feels
that it possible that the water problem was worsened due to
relining of the old sewer. Due to its porous nature, the old
sewer may have functioned as an undacdeaiO.
John Frawley indicated that the problem could be relieved
by installing a catch basin in the back yard connected to the
storm sewer and to install several small sections of undudain to

channel water to the storm sewer. This will cost between 2,500
and 3,000. It should also be noted that this may not totally
solve the problem and the resident may have to take additional
steps such as grading around the house foundation. Moved by
Councilor England and seconded by Councilor Shubert that the
catch basic and associated work be approved. Approved without
objection.
ITEM 03 - 114 Pine Street
The property owner at this location is claiming damage due
to flooding related to sewer work in the area. Staff reported on
their review of the property and the claim. A copy of the itemized
list is attached. John Frawley indicated that the topography of
the area as well as past history shows that this property has been
subject to flooding at times -in the past. The City has agreed to
replace the washer and dryer, has repaired the furnace, and cleaned
the cellar: John Frawley reommended that steps be taken to determine
whether the foundation under the addition has shifted. If so, he
recommended that the City take steps to return the foundation to
level grade. Councilor Tilley suggested that the resident be placed
in contact with our CC staff to determine whether she would qualify
for our rehabilitation grant or loan program. Councilor England
recommended that staff further review the itemized list of claims,
particularly the smaller items, and determine an appropriate settlement.
These actions were moved and seconded and approved without objection.
The meeting adjourned at approximately 5:30 p.m
