1. Preparation of the Annual Cost Reports for the Nursing Facility,
Mrs. Roscetti stated it was time to make arrangements far the
preparation of the Facilityts FY 84 Cost Reports. She recommended
that we use Affiliated Healthcare Management for at least this
year. Since they are iu the process of preparing a Medicare Appeal
for coo it Would not seam wise and advantageous to the faculty
to change accounting firms in the middle of this. The Comdttee
agreed and they authorized Mrs.-Roscettd to make arrangements with
Affiliated for this. -
2. Recommendation, by the Nursing Facility Advisory Comaittee to further
study change do licensure to do ddstdact Parts.
Councilor Brown expressed concern aW wanted it on record that he is
uncomfortable with the muting system with the Advisory Committee.
They should be advising on matters that the Health Center Committee
has brought to them and not making recommendations on any matters
that they choose.
Councilor Willey expressed his feeling that this subject is worth
pursuing. He feels the letter by Jim Getchell, State Auditor for
.dept. oY Hamm Services, to SenatorMaryffilen Maybury, also recomm-
ending 2 distinct parts at the facility, gives added weight to pursue
this matter. He felt that if Mr. Cote as a private citizen wished to
look into this, he had every right to.
Ted Jellison expressed some eastern about how ethical it was to have
a private citizen hire his am accountant to do something like this.
II the council was concerned about this issue, they should him a
third accountant independent of Mr. Lemorte or Affiliated Healthcare
Management,
Councilor Fran1cel expresaed feeling that the comultee was not at
this time interested In hiring a firm to study this. if Mr. Cote
wished, as a private citizen, to study this, it was his prerogative
to do so. The information that Mr. Cote would request is public¢
information. If he presents factual data and recommendations, the .
council will evaluate it at that ties.

Councilors Willey and Frankel Doth expressed real concern as to why
-Affiliated Healthcare would not meet with Mr. LePlaute to discuss tbts.
Ccrmcilor Willey stated very strongly that df Mr. Cote presents i or—
motion that makes creation of a distinct part appear advantageous, he
would. expect Affiliated to disease this, df not, be does net feel they
could coMlrne as our accountants.
The Committee adjouned at 9 a.m.
