Wood Chipper (Public Services Department) Pellegrino presented recommendation to award contract for purchase of wood chipper with listed options to low bidder C.U.E.S, Inc, Amherst NH for bid price of $19,403. Chipper will be used for Christmas trees and brush, and is funded by a grant from Maine Solid Waste Management Agency. Frankel questioned whether other Councilors felt as he, that if the second low bidder, which was $152 higher, were from Bangor, the bid would be awarded to the second low bidder? Frankel also noted that the second low bidder is from Plymouth, NH and not Bangor. Pellegrino noted that the item in the second low bid was not comparable to the item in the low bid, and then he compared the various models which were bid. Frankel responded that the City should give the City Forester the equipment he wants. Pellegrino responded that the City Forester could not justify the request. Tyler moved award of contract for the purchase of wood chipper with listed options to low bidder C.U.E.S, Inc. Amherst, NH for bid price of $19,403. Seconded by Popper. Passed. Frankel commented that maybe it would be better to thave the City Forester present his case to the Finance Committee. Pellegrino responded that the City Forester was given the opportunity to attend this meeting.
