The meeting convened at 5:05 p.m.
1. Consent Agenda
a. Quitclaim Deed - Crawley - 117 Third Street
b. Quitclaim Deed -Higgins -81 Yankee Avenue
c. Resolve 04 -07 - Accepting &Appropdating$41,980 of Juvenile Accountability
Block Grant Funds
d. Resolve 04-08 - Accepting & Appropriating $28,705 of COPS Homeland
Security Overtime Funds
e. Emergency Purchase - Vehicle Lifts - Motor Pool - C.E. Hustus-$16,995
The Committee approved the Consent Agenda.
2. Bids/Purchasing
a. Minivan Lease — WIC — Varney Pontlac GMC -$11,016
It. Sealants - City Wide- Downeast Emulsions, Maine Sealer Products & Crafoo
Inc -$4,850, $14,215, $3,500, respectively
c. Sole Source - Baler - Public Works -BSE -$198,500
Palmer expressed his gratitude to the Public Works department and their quick
response in removing and cleaning up a fallen tree on his property.
a. Pellegrino said that the WIC department travels throughout the state using
approximately 15,000 miles per year. Allen asked about federal funding for this
program. Pellegrino said mat the federal government will allow funding for
leasing, not for purchase. Cyr said that federal funds are used for the WIC
program.
The Committee approved this Item.
b. The Committee discussed the bid process and the reason why sometimes
only one bidder responds. The Committee approved this Item.
c. Stockus discussed the advantages and disadvantages of the various types of
balers. Allen wanted to know If this had been part of last year's budget. Stockus
said that it was budgeted for $210,000, with a $105,000 grant from the state.
The Committee voted to refer this item to the full Council
